Makes the wood chipper craftable in a vanilla friendly way

In yet another installment of 'Lily-Makes-An-Uncraftable-Item-Craftable' we have the Wood Chipper!
Now you can get a recipe for it in a vanilla friendly way... if you use it at all that is. I forget they exist sometimes - unless I need them, and then I never have any.
Unlock Conditions:
Recipe:
- 10 Hardwood
- 4 Iron Bars
- 45 Stone
- 1 Battery Pack
Note: I included translation files for the letter - if you want to translate it just provide the pastebin for it and I can add it to the mod :)
If you like the stuff I make, consider sending me a ko-fi - never required of course, I do this stuff for fun, but it does make it easier to focus on making things.

After you meet these conditions, Robin will send you a letter in the mail that unlocks the recipe
