I was and am still completely obsessed with the gorgeous concept art for The Pleasure City of Neon, and after realizing that the 2022 Gameplay footage featured a totally different Neon, complete with taller buildings, sky-high catwalks and the original DOME roof, I knew what I had to do.
This mod for the interior and exterior of Neon amplifies the city into a true cyberpunk cityscape, bringing it as close as possible to its counterpart in the 2022 Gameplay footage, of course taking some artistic liberties with the areas not shown, though thoroughly inspired by the concept art. (and my nearly 500 hours in cyberpunk 2077...)

Hello all. Wow. What a journey It has been. The number of positive comments I've gotten on this... the amount of downloads... at one point this was the HOTTEST STARFIELD MOD for DAYS at one point! I have screenshots I'll post later. I love you guys! Thank you for taking Neon: Vertigo to new heights.
Quickly just wanted to put out a small update. I am still modding. Still learning creation kit. I upgraded my pc and now the Creation Kit no longer crashes when I try to generate NavMeshes. So, soon I will upload a version of this mod with working (hopefully) navmeshes. I say hopefully because I've tested out custom Nevmeshes 3 times and in 2 of 3 times there was this awful game breaking stutter introduced by my custom navmeshes, so who knows. Also I'm just way more adept at creation kit now so there may be some additional skyscrapers... hope you guys don't mind of Neon gets a little taller...
ALSO to talk about patches etc. A wonderful modder by the name of Rabbit has been hopping around releasing wonderful and essential mods, one of which, as I am aware, changes lighting in exterior Neon Cells. Similarly, the legend anamorfus of ELFX fame has released ELFX which edits interior cells of Neon. I am aware these conflict with this mod, and would love to release a patch to rectify this issue. As soon as I learn how to. Genuinely, I have no idea how to patch mods. That is why you haven't seen a patch. But learning never stops! So one day it shall be made a reality. Your patience is appreciated.
In the meantime, I have a ton of other mods in the works, mostly city/location overhauls and a few material edit mods, one of which is now available: Milkdrinker's New Atlantis Mesa Trees Reborn, check it out!
Interior
Inside, I've added back the original lightning-rod DOME roof so that you may stare into the high heavens and properly thank the roof for the power it provides. I've made nearly every building much taller to support the ever-growing Neon population. I've added some new fun lighting here and there and removed several unmotivated lights so that you may no longer be forced by way of your binding to truth and logic to look for the source of a fake light. Oh, and the Core's Terrabrew now has some lovely seating on the brand-new upper level: take a date, or a good book, or maybe just get some work done while watching folks go on by.
Exterior
The exterior has also seen some sizable upgrades: I've made the DOME bigger and more imposing so that the first landing (and every landing thereafter) in Neon hits that much harder. I've changed the lighting on the outside from Christmas-themed to a colder and more hostile mix of cool and warm lights. I've also extended some buildings and added windows, lights and greebles to enhance further the "pack it all in" cyberpunk vibe. There is also a brand new boat-loader-truss-thingy which stretches between Neon and its spaceport.
One Drawback
The big caveat with this mod is as follows: the original design of neon (with the original dome roof visible from the inside) implies that the entire city was originally one exterior cell, because the roof cannot be "airtight" as it is, as seen in the game, floating above the "city". Originally, theoretically, you would be able to climb over the buildings in the core and get to the outside part of Neon and the spaceport and so on. So bethesda turning the neon core into an interior cell forced them to make the cell "airtight" with the new low smaller roof so that players wouldn't be able to parkour up and escape into the void. Which is exactly what you can do in this mod. I've put roofs on all of the buildings so you have a little leeway to parkour but once you're up there you'll be able to see down/fall of into the void. That's just how interior cells work. Maybe one day we (I can't do this alone) can all take Neon and puUUSH it out into the Exterior cell so that it is all one piece again. i think thats how that works.
Compatibility
This mod should be compatible with everything that doesn't edit the Neon Interior or Exterior Cell, so any other overhaul mods (though I'm pretty sure this is gonna be the first) will likely not work. Also you should probably start a new game? but you might be able to get away with not doing that. I don't think anything big would break but i'm not liable for your save exploding. anything that edits a neon interior cell (say, an apartment) should work flawlessly cuz i didn't mess with any of that.
Disclaimer
This is my first creation kit mod though I've been using it for fallout 4 (was restoring diamond city to its concept art version lol) though I never completed/posted anything from it, so this is the first I've actually posted. So thats just a disclaimer to let you know what you're getting into. I don't think I broke anything or did anything which could break anything, FPS was unchanged as far as I could tell, but it is possible I borked something.

Peering into the FUTURE
I will likely continue work on this periodically, there are still things I want to add but as I get more acquainted with the creation kit I would ultimately like to make a full neon remake in line with a certain piece of concept art from the interior. I'm also working on a very light Akila lighting overhaul based on Paved Akila - Redux by Diago21. I also want to do a concept art based overhaul of New Atlantis, but that would also be huge work and I need to find a way to get proper cubey skyscraper models into the game.
Oh and I am using the Neutral Luts mod by fadingsignal in my screenshots.
