Balance patch that integrates weapons from Project Warfare (Hardended edition and Addon pack) into the NASAPUNK2330 framework

NASAPUNK2330 and Project Warfare are two great mods that someone should have patched by now. To my surprise, no one has taken on this task yet, so I couldn't help but be that one out of love for both mods.

Here's what the patch covers:

1. Weapon balance

In adjusting weapon balance, I adhere to two core principles from NASAPUNK2330:

(1) Damage output should be caliber-dependent

(2) DPS difference should be meaningfully compensated

As a result, damage outputs for guns with the same caliber have been flattened out in most cases, meaning that no gun from PW will stand out in terms of damage. However, similar to NP2330, DPS can significantly vary even within the same caliber class, due to the strict application of (1).

To balance things out, NP2330 makes other factors beyond raw damage much more significant, such as spread, recoil, sway, sight transition, etc, while also adding an extra layer of balance through the tiered penetration system (so-called NIJ). I've mostly followed the same strategy, anchoring to the standard set by NP2330 as best as I could. But it was inevitable to put my preference and decision here and there, hopefully aiming to give each weapon a more unique feel. Please feel free to share your feedback regarding the overall balance. 

One notable point that follows from (1) is that the "plus" variants of each weapon from PW have been signficantly nerfed in terms of their base damage. Nevertheless, I've tried to preserve the original intention of PW, where the plus variants remain superior to their standard counterparts. Again, this was achieved by tweaking values like firing rate, reload speed, ammunition capacity, handling, and accuracy—rather than just damage output.


2. NIJ Keyword

For the sake of generality and compatibility, I added NIJ keywords to PW weapons using the RTFP patcher. Specifically, the NIJ keywords are injected through caliber-based filters. This means that any weapon using a vanilla caliber will be assigned an appropriate NIJ level at the runtime.

Note that the patcher only covers the vanilla calibers: custom calibers from PW Addon Pack are not handled by it. The reason is that despite its greatness, RTFP, in its current build, doesn't allow me to patch forms from small or medium masters in any event.

To clarify, the plugin itself adds corresponding NIJ keywords to all PW weapons. Thus, the RTFP patcher is completely optional. I've included it to ensure weapons from other mods (using vanilla ammo) are assigned an appropriate NIJ level without an additional patch. So those who don't have access to SFSE can simply remove the SFSE folder inside the file. 



3.  Quality Tier

All quality tiers for PW weapons have been removed in line with NP2330. 


4. Leveled Lists

All weapon LLs added by PW have been deleveled in line with NP2330, with the chance for high-tiered weapons being adjusted accordingly. Also, looting plus variant weapons becomes much harder. 


5. Custom Ammo

As mentioned above, PW Addon Pack introduces two new caliber types: 5.7x28mm and 5.56x45mm. They are assigned NIJ IIIa and III class, respectively.  

These two calibers are given proper crafting recipes, along with the scripted injection into appropriate leveled lists.
