I thought it would be cool for Starfield to have a preset that made it look like the 3D anime style of Blade Runner: black lotus!
How to install:
1. Download Reshade here (I recommend the full add-on version): https://reshade.me/
2. Install Reshade with all shaders (or extract BlackLotus.ini on your desktop and select it as preset when installing Reshade)
or
3. Go to Program Files (x86)\Steam\steamapps\common\Starfield and drop the BlackLotus.ini file there
4. Open the game and press "Home" button to open Reshade
5. On top Click "ReshadePreset" and in the window that appears select " BlackLotus"
6. You should have the Preset applied now
--For a better Result I recommend to enable the film grain at maximum!--
