It is used to enable the functioning of your own scripts or scripts downloaded from other people's mods and located inside "Xbox: Starfield\Content\Data\scripts or Steam: Starfield\Data\scripts".
Installation Instructions:
It contains the following lines which if you already have the ini file present in Documents\My Games\Starfield just add to the existing one, otherwise you can easily add the example file downloaded from this mod in the same position:
