I rebalanced everything again, and version 5 feels the best so far to me, you can almost be a "ghost", for example: if you wear small armor without backpack and helmet, you actually feel lighter, and going melee or silenced pistol by taking time to carefully eliminate everyone one by one, or two at the same time if you are fast enough ( heavy gear and armor are noisier to move around with, but still doable), it feels like Splinter Cell. At the same time I managed to keep enemies very perceptive and challenging

Fixed the HUGE noise difference made by equipped gear, for example: by wearing light clothing only or full heavy armored suit with backpack and helmet, for example, the first being totally silent and the second incredibly noisy, now it's balanced, but I set heavy armors and gear to be very noisy to sneak around with anyway, especially in interior areas, as it should be, because it weighs like 7 times more, so..

Starfield is not an amazing game, unfortunately, and after the horrible stealth system in Fallout 4, I expected a lot better here, but it's not better....
I want the stealth to be "challenging hard", and not "frustrating hard" like here... because enemies WILL ALWAYS SPOT YOU, no matter how careful you are, and they are way too perceptive, and they will communicate your position telepathically (and instantly) to all enemies in the outpost, and it's overall all messed up ...
I made a mod to fix stealth in Fallout 4 ( STEALTH AND DETECTION SYSTEM at Fallout 4 Nexus - Mods and community (nexusmods.com) ) so I thought I just copy paste those settings here and we are good to go, but no.... they don't work in the same way at all....
So I had to rebalance all the values from scratch, which is a lot of testing, restarting the game hundred of times, and totally BLINDLY too, because I'm not the developer..... and judging by the wrong enemy detection and reactions, probably even Bethesda don't know very well how their stealth parameters actually works
This means the mod is still WORK IN PROGRESS, it might be a bit on the easy side, idk, so if something feels weird, give me time, I will fix it

I EDITED THE STEALTH SYSTEM TO GIVE A MORE REALISTIC (and slightly easier, obviously) NON FRUSTRATING GAMEPLAY, WHILE KEEPING THE ENEMY DETECTION AS SENSITIVE AS POSSIBLE

The mod is balanced for a character early game with "0" or "1" stealth level max, more than that and stealth "could be" a bit too easy, but I haven't tried yet

HOW IT WORKS

CUSTOMIZATION
<> If you think enemies should SEE you more easily, and further, you can increase this value "fSneakVisualBaseValue -15" , but more than -5 and sneaking around becomes impossible, and if you go past zero, like 15 or 30, they will then see you through objects and even through walls and entire buildings too...
<> If you think enemies should HEAR you more easily then increase this value "fSneakEquippedWeightBase 12", but if you put a too high value they will then hear you even when you are not moving at all.
<> If you want more difference in noise between equipped gear, increase this "setgs fSneakEquippedWeightMult 0.5", it will make heavier gear a lot noisier when equipped, like space suit, backpack, helmet and heavy stuff
<> If you think enemies should have a wider cone of vision then increase this "fDetectionViewCone 140"
(this only change their lateral vision FOV, not the straight visual distance they can see, that one is "fSneakVisualBaseValue"). I am aware probably 140 is not enough, but if you go too high here they will easily see behind themselves, especially some creatures
<> Increasing this "fSneakDistanceAttenuationExponent 7" will make the distance from you and enemies having bigger impact on your detection (visual and sound), so they would detect you easier the closer you get to them, and less easier the further away you are. On the other hand, putting the value to 0 makes them detect you when you are far in the distance the same as if you are very close in front of them
<> Increasing this "fSneakExteriorDistanceMult 1.6" will make enemies more perceptive in exterior areas, use this to balance exterior stealth difficulty
<> Increasing this "fDeadReactionDistance 15" will make enemies able to see their friends dead bodies you leave on the floor from further distance, and alert themselves because of that, 15 seems like around 25 or 30 meters distance in game to me, tested it a lot, and it feels right to me, more than that and they spot bodies that are too far to be distinguishable as dead bodies, I think
There are countless other stealth related parameters from Fallout and Skyrim, but need lot of time to test them again in Starfield
HOW TO INSTALL
Extract the mod folder, put the txt file inside your Starfield main folder(the same folder where the Starfield.exe is).
Then go to "C:\Users\your user name\Documents\My Games\Starfield" and write these lines inside your "StarfieldCustom.ini" file ( if you don't have it, just create one) :
