After a bit more testing I identified the 32c 'Burst' and 'Narrow' sounds as the ones being used and made a modded .fsb using phase cannon sounds ... and then hit a snag: another sound was still playing in addition to the phase cannon sound. I tried replacing EVERY sound in 'M_P_Player_Space_Voyager' with the phase cannon sound, and still the extra sound kept playing. At this point I got a little frustrated, and made my Andorian and Protostar phaser mods while periodically trying to figure out the issue with my Radiolytic mod. Figuring out the Andorian phasers made me realise that a sound from another .fsb must be playing at the same time, but I had no idea which one.
After several days it occured to me that since the main sound was from Disco's 32c phasers, maybe the extra sound was from the Disco Linked phasers. So I repeated my junk .fsb test with 'M_P_Player_Space_CB26.fsb' and once again had silent Radiolytic phasers. I then created a test .fsb replacing all the linked sounds with various Star Wars sounds to identify which sound it was, and discovered a final problem: the Linked phaser sound that's being used isn't playing at normal speed, it's slowed down (and slowed down even more during FAW). This means that I can't just offset it the way I did with my Andorian phaser mod, instead 'Space_CB26_PhaserBolt.mp3' needs to be replaced with a completely silent sound file, which creates additional compatibility issues and means the Linked DHC sounds will sound like normal Linked phasers (I think anyway, I don't actually have Linked cannons to test with). Beam Overload also sounds way off, I'm not sure yet if it's slowing down the 32c phaser sound as well or just using something else, if anyone figures that one out please let me know.
Anyway, I'm going to upload two different versions of the mod (only beams are modded btw), plus an optional file with the silenced Linked phaser sound (if you already use a Linked phaser mod this will replace it, which is why it's optional). One version uses the sound of the Lobi Store Phase Cannon shortened to fit the Radiolytic phaser effects, and the other uses a slightly different version that I ripped from the Ent Season 3 finale. This weekend I'll see about making Phase Cannon mods for some other phaser variants, provided IRL doesn't get in the way.
Not compatible with any 32c phaser mod, and this mod will change the sound of 32c phaser beams in addition to the Radiolytic ones.
In the Video tab here on Nexus Mods I've linked a YouTube video where I play both Phase Cannon sounds for comparison purposes.
To install:
1) unzip whichever .zip you chose to download
2) Within the .zip file you will find a folder named localdata, copy it and paste it in "...Star Trek Online\Live\"
3) The end result should look something like this: "...Star Trek Online\Live\localdata\sound\win32\M_P_Player_Space_Voyager.fsb"
4) If you want to install the optional mod as well, repeat this process with that one.

Advanced Compatibility Modding - Follow these instructions to make an existing Linked phaser mod compatible with this mod
-------------------------------------------------------------------------------------------------------------------------
Required tools and files:
Dark Souls Sound Inserter (https://www.nexusmods.com/darksouls/mods/1193)
The 'M_P_Player_Space_CB26.fsb' file you currently have in your "...Star Trek Online\Live\localdata\sound\win32" folder (make a backup of it somewhere)
The muted 'Space_CB26_PhaserBolt.mp3' file that I have included with the optional mod
1) Open DSSI
2) Click 'Browse ...'
3) Navigate to "...Star Trek Online\Live\localdata\sound\win32", click 'M_P_Player_Space_CB26.fsb', then click 'Open'
4) Back on the main DSSI screen, click 'Open' again
5) Click 'Add Sample', then navigate to where you have the muted 'Space_CB26_PhaserBolt.mp3' file, click the file, then click 'Open'
6) Back on the main DSSI screen, the 'Sample' and 'Target' fields should both say 'Space_CB26_PhaserBolt', and the ID should say '1'
7) Click 'Execute Insertion', a command prompt should come up briefly and then you'll get a success message
Note: DSSI will have also created a backup file called 'M_P_Player_Space_CB26.fsb.bak' in your win32 folder (or whatever folder the target .fsb was in if you used a different folder while modding it), it probably doesn't matter but I always avoid leaving that in the win32 folder.

Disclaimer: This does not modify any actual game files because STO supports override functionality using the "localdata" folder, so this SHOULD be safe, however it IS a bit of a gray area so use at your own risk. As far as I know there have not been any official statements made about whether this type of thing is OK or not, but if I find one I will update this description immediately.
