Holding down the first modifier (default Left Shift) causes the mod to use raw ingredients if a given fabricated component is not found in the player inventory.
Holding down the second modifier (default Left Control) causes the mod to use only raw ingredients, ignoring existing fabricated components.
So, if the item you are crafting requires a titanium ingot and you have 10 titanium in your inventory but no titanium ingot, holding down the first modifier key will let you use the 10 titanium in place of the ingot. Holding down the second modifier will ignore the 10 titanium, letting you using 3 metal scrap instead.
Note that in cases like using metal scrap for a titanium ingot, you will lose the extra two titanium that could have been extracted from the three metal scrap.
There is an option in the config to reverse the first mod key behaviour, meaning the mod will by default present recipes with raw materials where fabricated components are unavailable.
