Adds a Scanner Arm for the Prawn and every VF Vehicle

This mod adds a new vehicle arm upgrade: the Scanner Arm.

The Scanner Arm works just like the scanner tool, although you cannot scan yourself with it.
Alt-use will toggle its functionality.
There are two buildable upgrades: one for VF vehicle and one for the Exosuit.
Normally, it will only work with VF vehicles set up for arms, but in the Vehicle Framework options you can toggle "force arm compat" to make every VF vehicle accept arm upgrades.
To unlock the Scanner Arm, you must scan 3 fragments. There are five in the world. Where are they?
