Restockers will only use boxes from the street to restock if there are no boxes in storage, or the product isn't already being restocked and there are more open slots than items in the box.

Restockers now use boxes from the street to stock only if there are no boxes in storage or all the boxes in storage are full
When grabbing a box from a rack, the one with the least amount of items will be grabbed instead of the most recently added one (applies to the player and restockers) - Can be disabled via config
If you have multiple rack slots with the same item, restockers will go to the one with the least amount of items first - Can be disabled via config
Restockers will only use boxes from the street to stock if the entire box would be used when restocking or there are no boxes of the same product in storage
Restockers will only stock the same product as another if the current restockers don't have enough items to fill all the displays for that product

When a restocker goes to stock a product that is already being stocked and the total amount of items, including the ones in their box, is more than is needed to restock the displays, they should wait until the previous restockers are finished to begin restocking
