Manual installation
Extract the content of zip archive to the Mods folder that is usually at:
%userprofile%\Documents\Electronic Arts\The Sims 4\Mods
Usage
Simply switch to a sim you want to add new skills, hit ctrl+shift+c to activate the console and use the command:
skillsgen X
where X is optional maximal number of skill points to distribute between random new skills and equals 50 by default.
