To address lag issues, GET A BETTER PC parts!
Sorry. I upgraded my PC recently...
128 GB Kingston actually helps.... But for this game you need at least a Raptor lake intel. And at least, a 1080 Ti. Id also try and save up 2k, ( yes i said 2k ! Sometimes you gotta spoil yourself once! )  for the new 5090 Founders asap. If possible. If not, get a 1080 ti. Do not pay a lot for a 1080 ti.

Note> Don't be aggressive with anything I mention here.
Or the game could result in running slower. Pick and choose.

Try deleting specific folders that have saved graphics settings and or shaders as they call it.
The idea is if this is deleted, after that play a few times the game saves new shaders and whatever maybe it runs better?
Perhaps the old ones got messed up ( cRacker jack box vocab here ).
Make sure to turn off the game, game client, and Nvidia panel before trying.

Also you can try to play with the Graphics Setting config file. I'll mention that too.
The game may not save the edited config file unless you set it to read-only.
It's uncertain if every new value is being read by the game.

If you're experiencing stuttering on a 1050 ti,
you can try the following steps:

Uninstall the GPU driver using DDU v18.0.6.1.exe
(or the latest version from
 https://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Caution using "safe-mode" , as it suggest;
Because it may cause problems for some custom Windows versions.
Only download DDU at the official guru3d site nowhere else..
You don't need DDU . Its a last resort option...

Try old NVIDIA drivers if using their GPU cards.
Try this version of the GPU driver:

522.30-desktop-win10-win11-64bit-international-nsd-dch-whql.exe .
(the studio version, but without Nvidia Experience).

Or

512.15-desktop-win10-win11-64bit-international-nsd-dch-whql.exe .
( I currently use. )

Other possible to try is:
512.59-desktop-win10-win11-64bit-international-dch-whql.exe .

Try to go to Official NVIDIA pages to get these.
Avoid other sites.
https://www.nvidia.com/en-us/drivers/

Why use old Drivers and not new?
More paranoia than anything; the idea of "planned obsolesces". (without proof ) that NVIDIA might use their new drivers to stifle performance of older cards in encourage people migrate to buying the new ones.
So this is why you see some people test games under different driver versions.

If you're not paranoid you Should go straight to their new versions like here:  https://www.nvidia.com/en-us/software/nvidia-app/  This is the Beta version. Or just get the current stable  https://www.nvidia.com/en-us/geforce/drivers/

( Will save a Waybackmachine backup download of the Beta app for no reason:  https://web.archive.org/web/20240928174937/https://us.download.nvidia.com/nvapp/client/10.0.2.210/NVIDIA_app_beta_v10.0.2.210.exe  )

What many neglect too is Thermal throttling : when your cpu or gpu gets too HOT.
If this happens your game will stutter or even crash. The whole OS may crash. So you have to consider if this is happening and study ways to remedy it for your specific hardware.

I recommend to Download and Install MSI Afterburner ( Beta version is good Too )  https://www.msi.com/Landing/afterburner/graphics-cards
With this, you can lower POWER LIMIT (%) and TEMP LIMIT (°C) to prevent Graphics Card from overheating. ( Do not mess with "Curve Editor" unless you do your homework. If you run into a issue with that, then uninstall and reinstall MSI Afterburner.

ALSO some MSI mother board software, can cause problems to the graphics card. So if you have any of those installed, software that, looks for and installs random stuff you dont need, uninstall it and prevent it from auto starting at the start of windows. can find that in task manager "Start ups".
------------------------------------------------------
------------------------------------------------------

Risky Proceed with caution >> try to delete every instance of  " igfxCUIService . exe" .( No spaces )
Seems to conflict with some Nvidia GPU's causing lag/stutter spikes.  I think they are CPU display drivers. For Intel.
So if you dont even have a gpu you might want to avoid messing with this idea:

To find them, use a free software called "Everything" by void tools.
Enter make sure its searching all executables.  Select all within Everything-Window and delete. If it wont delete, you can try to search for a clean copy of UnlockerPortable or LockHunter, run it, then select all, or drag drop and right click ideally, the unlocker context menu will appear letting you unlock-delete all those files. I noticed that my GPU ran better. I dont think it will hurt anything to delete igfxCUIService exe's. But you can do your own research to be sure.

Im not sure where to get UnlockerPortable anymore Or LockHunter. Look around.
You can also try a software with that one, called lockhunter https://lockhunter.com
But I don't know if they are clean of viruses or something. Just something to note.

Ready to Upgrade your PC yet? XD bECAUSE this is all poor mans advice.
------------------------------------------------------

PROCEED WITH CAUTION :
Make sure your pc's integrated graphics diver is installed ( assuming your CPU chip has integrated graphics ). Its a back up display driver when the GPU is not displaying during driver updates or whatever. ((( Assuming you have one. )))
And you have downloaded the Nvidia driver first for the graphics card you have installed.
Be sure you actually have a graphics card. If not, then don't follow all of these steps.

If you have certain of these folders, consider deleting them.
The locations for old and recent Nvidia/Windows shader and compute paths are as follows:

GLCache,
DXCache,
ComputeCache,
D3DSCache,
ShaderCache,
NV_Cache.
ShaderByteCode
  • %USERPROFILE%\Documents\My Games\Tom Clancy's The Division 2\ShaderByteCode
  • %USERPROFILE%\Documents\My Games\Tom Clancy's The Division 2\ShaderCache

The locations may vary:
You can use the Everything search engine tool (https://www.voidtools.com/)
to help you find and delete these folders. When installing, choose the Search "service" option.

After deleting these folders, it's important to run the game repair and verify files option in the Ubisoft or game client.
Then the game should run """better""" ( in my mind ). And begin to load things. That gives you a clean slate to see what if any changes are made, with editing the cfg graphics settings file .

Deleting these folders carries little to no risk (( if you dont overly force anything ) ,
even if they are associated with other programs.
It's worth trying if you're experiencing major issues with your 1050 ti or other cheap cards or whatever.

In the Windows search bar, type "%userprofile%" and press Enter.
Search for anything related to the game, and delete those files.
Similarly, type %localappdata% in the search bar, search for related files,
and delete them.

DON'T delete everything in the: "%userprofile%" and %localappdata% !
Because it has other files for important software on your PC installed.
Just the video game stuff.

In Windows 10, type "cleanup" in the search bar and press Enter to see if a Disk Cleanup menu appears.
Use its options to clean up unnecessary files.

If some stuff dont delete, just leave it.

Okay Now just Normal Graphics config settings ::::
Observation: Some custom settings from the Graphic Settings.cfg.
However, the file keeps resetting to default low settings.

To disable ambient occlusion ( post processed grainy looking shadows )
, add the following definitions to the file:

ssdo = 0

Avoid touching the " general settings" slider in game, as it will erase the config file I think.
In game settings only change each individually, leaving the "ambient occlusion slider" at the default low setting.
Save all other settings and start the game.

You will notice that ssdo = 0 have turned off ambient occlusion.
Does it give extra frames per second? I don't know.

Open the cfg, copy the contents, and paste them into your normal config file located at
"C:\Users\MYPC\Documents\My Games\Tom Clancy's The Division 2\graphic settings.cfg".

Save the file. Set the cfg file to read-only. Hopefully that will retain any edits you make. Maybe.

You can try to change the game resolutions and window settings to get a FPS boost,
Opening Nvidia Control Panel. Go to Manage 3D Settings >
Global Settings and enable Image Scaling (may not be necessary). Save the settings.

Next, launch the game and go to the Video settings tab.

Set the game to "Windowed" mode and enter a resolution of 1680 x 1050 to start with.
You can adjust the in-game resolution slider to match your monitor's resolution for further testing.
Keep the game in windowed mode or use full screen with the resolution.

If you find a setting you want to change, then turn Off Read Only,
then enter that new value, then save: then set Read Only back to ON.
If you Lost the 60 FPS you first had when using this file;
Start from scratch and leave as is, or investigate any changes you want over again from the start.

NOTE :  Right-click on the Graphic Settings.cfg and under "Properties" set to "Read Only".
Because if the game crashes or restarts, sometimes it will erase the cfg file and return it to the default values.
If that happens start over again as described. Mess with the values, and if you like something, save a backup copy ,
set that file to "read only"  if you want to preserve that file. Turn off, read only, if you want to edit it again.

"C:\Users\MYPC\Documents\My Games\Tom Clancy's The Division 2\graphic settings.cfg"
[[ OR make  Dev.cfg file. and use that instead. ]]
(this cfg wont appear yet unless game has ran at least once before.)
Just copy past everything below into your Graphic Settings file for division 2.
Then save.   For a Option in this list to take affect it needs = between it and the value.
[ Some values are experimental and may not do anything. Still needs more testing ]
