Just halves upkeep of the armies and optional file halves the recruit, build and research costs

A simple mod that reduces upkeep by 50% only for the player.
Added a 25% and 75% upkeep reduction by request.
Optional file reduces building, research and recruitment costs (including menelaus' call to arms) by 50%.
Added a free upkeep and costs version for Player and AI by request.
Every version should be compatible with everything except my other cheat mods, (the upkeep for player only versions) since they have free upkeep.
To install just extract in data the folder "...Epic Games\TotalWarSagaTROY\data"
