Increased damage generally, and improved handling across the board, to make weapons feel better to use

IMPORTANT: this will make the game feel easier, but the point is that I am not emptying entire magazines into one warrior's head just to get it executable
Explanation of what some of the stats do:
stagger: how would the enemy recoil form being hit, breakpoints:
0.5: light stagger on majoris
1.0: can interrupt reinforcement calls
2.0: breaks warrior's guard frontally in 1-3 hits
4.0: staggers boss enemies
spread regen: how fast does a weapon bloom, very high regen rates effectively gives it no bloom. Do note that zooming in while aiming reduces this as well.
riseTimeSpeed: how much "kick" a weapon is, lower values is more stable. Do note that zooming in while aiming reduces this as well
if using Astartes Overhaul use the loose file version, and repack the files
IMPORTANT: IT WILL REPLACE ASTARTES'S OWN WEAPON TYPES (such as assualt bolters and auto plasma incin) WITH ITS OWN
the skins and " display stats" will still feature astartes one instead, but will now only be cosmetic
