This article will help you install the mod with much more detailed instructions and images detailing every step.
Installer Installation
If you want to easily install the mod.
1.Download & Unzip
Let's begin.
Download the installer mod file
Create a folder somewhere and then drag and drop everything from the zip archive to the newly created directory
2.Setting Up
Changing installation settings.
Open settings.ini
Change "changeme" to the path of your game folder
Correct: INSTALL_PATH=E:\Games\WATCH_DOGS2
Incorrect: INSTALL_PATH=E:\Games\WATCH_DOGS2\data_win64
Incorrect: INSTALL_PATH=E:\Games\WATCH_DOGS2\bin
3.How to find your game path?
This isn't the documents folder, silly.
On Ubisoft Connect, press the gear icon and click properties.
Go to installation and select Open Folder
You're in the right place
4.Install The Mod
Can't install the mod without installing the mod.
Run Create_Patch.bat
The mod will be installed
5. Installing Again (Updating)
Assuming you want to update when a new version comes out.
Delete existing files from the installer directory
Repeat step 1, 2, 3, 4 but with new version of the mod, optionally you can keep old installer settings.ini file.
During the installation you will be asked if you want to replace the config file. This is optional but recommended if you want to tweak new settings (if an update added new ones)
Type Y and press enter if you want to replace the config file with new version
Type N and press enter if you want to keep your current config file
Patch Installation
If using a bat file is too hard for you and you prefer old school methods.
Download the patch mod file
See step 3, go to your game folder
Drag and drop WD2E_Config.txt file to your game folder (Example Path: E:\Games\WATCH_DOGS2)
Open data_win64 folder
Drag and drop patch3.fat/dat into your data_win64 folder (Example Path: E:\Games\WATCH_DOGS2\data_win64)
Mod has been installed
6. Uninstallation
You really wanna delete it?
Go to data_win64 folder in your game directory. (Example Path: E:\Games\WATCH_DOGS2\data_win64 repeat step 3 if you want to easily find your game folder)
Delete patch3.fat and patch3.dat
Mod has been uninstalled

Is there a solution?
When the file explorer window opens, click on the file path (the thing that says "steamapps > common > watch_dogs2 >") and right click to copy it , then go back to the settings.ini and add the path.
as complicated as it might sounds, i hope it helps because i use steam and i saw noone on here talking about it :)
Make sure to save the settings.ini file before running Create_Patch.bat
you'll know when the mod is installed when the window says "press any key to continue..."
Another way of knowing if your not sure is when you boot the game it'll skip the Ubisoft logo intro screen and go straight to the main menu, as well as pressing pause in-game it should say WATCH_DOGS 2: EXTENDED - (version number) at the bottom of your screen
