So, they no longer do. The default choice is now Dijkstra's rule. It will happen if you don't search for Talar, or if you shove Dijkstra aside (forcefully), or if you tell the conspirators you are not interested. Talar can surely talk his way out of the troll cave on his own, Dijkstra works with his head not his legs, and they can come with alternative plan if they have to.
You can still get Emhyr to win by completing the assassination plot and making the choice at the end of the quest as usual.
You can also still get Radovid to win. This will happen if you tell the conspirators that you will help them, but then sail to Skellige without completing the quest. It's much more believable that they would fail to execute their plot because they believed Geralt would assists them and waited for him to do his part until it was too late.
Some practical info:
For this mod to fully work as intended, you need to install it before starting the Reason of State quest. (This only matters if you didn't shove Dijkstra forcefully of course.)
If you install it after starting the Reason of State (but before the fight with Eredin), it will change the ending to Dijkstra, regardless of the choices you made earlier. Even if you killed him.
I made it and tested on Next Gen only, it may or may not work for classic version.
Relevant mods:
Once you get the proper ending, you may want to install one of the Consequences of War mods I made a long time ago, to make the world change according to who is currently in power. Dijkstra, Emhyr or Radovid They were developed for classic version, but seem to work okay for next gen as well.
I plan to make updated versions, and I might even make one that detects which ending you have and changes dynamically, but I have already spent a lot of time trying and failing to make it work, so I might run out of patience soon.
