So, VRO removes several L turret mounts from defence modules, making them look like a blank spot where something should go. This just reverses those patches. Balance can... go stand in line behind my desire for the aesthetics of every spot filled.

Because I couldn't stand the aesthetics of having the blank spots on the defence modules.
Will DEFINITELY make stations more powerful due to turret changes in VRO.
Also might probably make NPC faction stations harder to attack?
I don't really see how this will affect player stations since you could've just added more defence modules to compensate for the reduced turret count anyway.
So whatever. This is just because the L turret reduction in VRO offended my aesthetic sensibilities. That's it.
TL;DR Yes, I'm aware VRO reduces L turret count on the station modules because they'd be OP. And no, I don't care and rather have all the slots filled for aesthetic reasons.
