Whenever an illegal trade is performed, there's a 10% chance of the local police preventing that trade, and forcing the ship to drop all illegal cargo. Originally, this can also occur with player-owned stations, even if the remotely trading ship is also player-owned.
This patch changes this behavior. Whenever an illegal trade is caught (with the original 10% chance), instead of outright dropping illegal cargo and cancelling trade, partners will now evaluate their relationship with the local police faction, and act accordingly.
If the station is hostile towards the local police faction, OR, is player-owned, then the trade completes normally BUT: if the player-owned ship is trading with an NPC station, AND the player is currently not hostile towards the local police faction, the trade still completes, but there's a 25% chance of getting a permanent reputation penalty with the local police faction
If the station is not hostile towards the local police faction, the ship will drop the cargo, cancel the trade, and get reputation penalty with the local police faction, just like originally
