Improves performance on lower end devices (Steam Deck) by lowering the crowd density.

Improves performance by lowering crowd density (expect to see less pedestrians).
In some scenarios you are going to see the same (lackluster) performance as in
vanilla, but it's better than nothing. As usual, please report any
crashes. I edited like 4 files and changed some values that I have no
idea what it does beyond density and diversity.
Hopefully someone more talented than me makes a mod that helps out performance in other
better ways than just killing the atmosphere.
