I've put the .esp file in the correct folder, what do I do with the 2 DDS files in the textures folder?

      They go in Data/textures/sky.
(If you just unpack the zip file in the Data folder like the description says, everything will go to the correct place.)

Currently I am very busy with job and I do't have free time to create this mod.
You can use any of these mods, they remove the yellow filter and the picture becomes very beautiful.

Is this better than Realistic Wasteland Lighting?

I can’t tell better or worse, just different. Other colors of the sky, sunrise, sunset. For me, better )

I really like Point Lookout with this, RWL ruins its atmosphere honestly

I used RWL for a long time. That mod will give you the high saturation and vibrance typical of Fallout 4. CSW will give a much more down to earth, practical  lighting. Think of it as Clarity ++. I like this one much better. RWL has its strengths, but the total package leans a bit on the cartoony side.

The mod is great, but instead of the moon, I have, in general... here...
    https://disk.yandex.ru/i/p5Itgf6IQSR-4w
no more weather mods were installed. Nothing to conflict with.
UPD: Ok, now i see - this is what the new moon phase looks like...

It looks like the texture of the moon didn't load. This is very strange, because. the mod does not affect the moon in any way.
Does the moon look normal without my mod?

That's the no moon phase. Right before a new moon. Not sure why it's so noticeable. Must have something to do with the lighting this mod creates at night... maybe? Not sure. Haven't loaded it up yet.

Edit: it could also be a moon mod that's being used, or even a sky mod.

It's hard to say what the real reason is.
I took screenshots of exactly the same place in Paradise Falls, everything works as it should.

Used the standard game without any mods.

Maybe something in the INI settings.
Maybe some conflict with other mods.
The moon appears even during daylight hours, around 19:25

sam20132013 I fixed this. I don't know this is a bug or not, but sometimes at night the moon is not visible in the sky. And when it happens, in previous version of my mod, a dark circle of the moon was visible. The reason for this is the texture of the stars skystars.dds. I updated this texture, and now it's optional. You can delete it. In new version I have made small changes to the colors of the night sky, for fixing bands, so I recommend updating the whole mod.

Do we need to enable all of the .esps? Or just the all-in-one, if we have all the DLC?

      One all-in-one.eps is enough.
Others .esps are duplicates, if you want to use only to specific DLC or maingame without any DLC.

It is very strange. Try using separate mods for the base game and DLC one at a time.
Will the game crash from any of them, or from some specific one.
Are there any problems with other mods?
In general, Fallout 3 is a very capricious game and can crash from hundreds of different reasons.

I haven't looked at the mod yet, but does this mess with interior lighting in any way?

Interior lighting changed only in The Pitt. Reduced orange tint.
