How do you not get fined every five minutes with this mod? I've cleaned up my mess and yet the fines continue to roll in. This needs an option to turn off the fines because leaving one bottle on the ground is almost guaranteed to not result in a fine in real life anywhere on earth.

When the house dump is full, I delete the file "dumpsters.mcos" from the save folder and everything is reset. But still the big dumpster does not appear.
