@SGHi - I believe I did try the "2 (ugly, low resolution textures)" of "POSSIBLE_fix_for_delay", but still had the same problem. Checking again, I see that two of the files (barter_menu.dds and repair_services_menu.dds) within the RAR are still around 1.4MB in size when unpacked, which I suspected was the source of the pause, especially as it only seemed to be noticeable for the barter menu and repair services menu.
Reducing the texture file size by decreasing its resolution (as well as editing the XML files to compensate for element placement) achieved pause negation for me. After finding this worked, I thought to share it with others, so they could benefit from it, which I hope many have. What may be happening is that the game reloads the texture anew each time the texture is needed, although I know not of the inner workings.

Whenever I have this mod installed and enabled, taking or putting things into containers doesn't work. When I click there's a sound but nothing happens in the menu.
Wanna say that it's a pretty nice mod. Then I noticed that whenever I try to open a shop, it completely crashes. So I decided to turn it off but it looked like the mod wasn't even turned off. Any idea?
Using the Standalone version by Axonis, and I can't access the barter menu. Just blurs the merchant's face and a blank space in the dialog box. The only way to close it is to use the console command "closeallmenus". Any help?
Maybe I'm just stupid but I can't seem to get this to work. Even the Standalone version doesn't seem to do anything on my end. And I'm pretty sure I have all the requirements.

All menus work perfectly for me, so no complaints on the barter menu thing many people are having.
I just wanted to know if there's an option to display skill requirement for weapons, like the one we see for strength, whilst in container or barter menu. Also, if there's the possibility to make the container/barter menu item list work with universal item sorter. .
Anyone know why my barter menu just freezes whenever I try to barter with someone? My dialogue screen just freezes and I'm unable to barter. Literally everything else works fine.

Look what i found (heh, thanks to Fallout: New California credits): UI Compatibility Patches - DarN and Revelation (it was made for the original 0.60 version)
I must add that I have not tested this mod, well, because I have not played in New Vegas for umm 8 years?...

@KaneMcBane - Sorry, I don't know about that, I've never tried any darn mods outside of TES:IV Oblivion. Give it a try though, see what happens.

I'm unable to buy or sell or exit the barter screen, and I can place items in containers or take them out. Does anyone know a fix?

The Vanilla UI+ Classic Font Version doesn't work whenever I try it just goes back to the original Vanilla UI+ Font in a slightly off position.
