Cell Refurb seems to work a bit differently than described, seems to add randomly a chance at getting 15 distrupter batteries on operator kills no min-max range just a flat 15 or no drop at all. Going by the LootTables.xml no enemy drops stun ammo normally
- tested more and it works by either adding 15 disrupter batteries or 20 q-beam cells when you kill operators, it was easier to test on medical operators
My notes have it as follows: Cell Refurb 00q-x1Collect more disruptor and Q-beam ammunition from robotic corpses (+10%). Chipset_RobotAmmoDrops 0.1 added to robotLaserAmmoDropScale and robotStunAmmoDropScale
I must have just guessed it was a 10% increase based on these numbers. However, I believe you are correct about the actual functionality.
I've converted this mod to use Chairloader instead of the old-school method of installation. Would you mind if I posted this separately, or if else would you mind adding it as an optional file here, RoSoDude?
If anyone's have troubles getting this to work with the current install instructions, an alternate install is backing up the English_xml.pak file, then unzipping the original file and the English_xml_patch.pak file from this mod. From there, copy the mod files into English_xml.pak, save it, then load up the game. That seems to make it work on any version.

I would like to point out, however, that your description of "ARTX Propulsion Gen 1" is still incomplete. It does have the glide increase, but does not mention the fact that it increases "sprint" speed in microgravity. Max speed WITHOUT it is approx. 9.99 Meters per second. Max speed WITH it is approx. 15.98 Meters per second.
Yeah, I remember seeing that and deciding against throwing it in the description for the sake of clarity/avoiding information overload. I recall thinking that it's more or less covered by the glide speed increase.

As for a Mooncrash version, I have intended to do something like this as part of a balance overhaul for that, but I've been distracted with other projects. I'll try to get back into it.
Not sure why chipsets would be blank! There could be conflicts with other mods, though I'm having a hard time imagining how that would be (this mod contains strings that are referenced by the the vanilla/modded game files, so the only reason they should be blank is if the modded game files removed the reference with a blank description). Can you verify that you installed the pak in the correct location? Do ANY objects have descriptions?
Only the base game is currently supported. I should have an equivalent for Mooncrash ready this summer, in addition to a sister effort to my CORE BALANCE mod for Mooncrash.
