if I ever save while on horseback, and then load that game, my character is always like... in the horseriding position but floating 6 feet away. Here's a screenshot:

The requirements for the linked mod are mods that don't do anything, if you don't have other mods that make use of them. Tk hasn't updated most of his mods for several years now.
This mod (Simple Horse) has a few (better) features that Simplest Horse does not:
1) Fast dismount 2) Horses trot at 1.5x and gallop at 1.3x faster 3) Auto horses for followers
But Simplest Horse, the other mod you mentioned has one advantage, i.e, you can make the horse stay at the spot where you dismounted, whilst with this mod, the option you have is either use "brave horse" (let the horse join the fight) or "coward horse" (runs away the moment you dismount). There is no option to make the horse stay at one spot.
I just tested this mod, running the latest AE version of Skyrim.
I see that "Call Horse" function is also given as a power, which is by vanilla game default, accessed via the "Z" key. Have you checked the "Powers" tab yet? I am not getting that error of yours where the key bind doesn't stick, as the "H" key, which is assigned by default, is not changing for me. But at the very least, you should see the "Call Horse" function in your "Powers" list so that you can just click on it and use that just like you would with any powers in the game by simply pressing "Z" key. You should probably "favorite" the power so that it is easily accessible as well.
Ok, well, after installing Simplest Horses, and then reinstalling Simple Horse, the keybinding in MCM is now working when I start the game, hmm odd...
I came back to Simple Horse because I was running into an odd bug between it and USSEP. With both USSEP and Simplest Horses enabled, the horses were given new saddles.
I think this is related to other game/mod issues. I've encountered and also read about a similar issue in instances with other mods. There is a fixable issue where mod settings won't stick, especially noticeable with sliders. I can't remember if its related to skyui, skse, mcm, display fixes or engine fixes. For me reinstalling game and core mods fixed it without having to tweak anything. Guess I had the wrong mod version or update issue somewhere.
Thanks so much for this mod. I can't imagine the amount of skooma the devs must have consumed to think that attack horses were a good idea. All I wanted was a mod that prevents my horse from attacking enemies without adding needless complexity through additional menus and this mod does just that. Being able to whistle for my horse and follower horses are great features too.
Minor bug: When riding my horse if I use Tab to open the menu when I close the menu and ride forward the camera will turn 90 degrees in either direction. It's not a big deal since I rarely use the tab menu, but it didn't happen before I installed this mod.
So will this mod make a horse I buy actually stay at my home? I play stealth archer builds but I don't want the stables I build at my home to be empty...

I'm running SE 1.6.353.0 and every time I start a game save, I have to go into the settings and click on the horse call binding and rebind it.

P.S. I'm being told the Imperial Saddle is from DLC.
