Skyrim is a pretty racist place. Nobody likes the khajiit, and they are usually forced to stay outside of the cities. The dark elves are treated as second rate citizens in Windhelm and are forced to live in a separated ghetto. The game highlights these type of interactions to help show that Skyrim has its own issues separate from an invading empire.
I mean if you see race in everything then you clearly have your own problems. Remember that racism means thinking that one race is superior to another one. Them not being allowed in the city for that stunt wouldn't give a random person a free pass to kill them. Hence why the guards aren't attacking them.

ALSO, this happened in the past but not based on race. Usually based on religion, dynasty for nobles, and for commoners, whether or not the local authorities liked em or not.
Not every Nord condone such policies - some may be quite vocal against it - but Racism and Xenophobia ARE a real issue in Skyrim. There is no way of sugar-coating it.
You can get a sense of how inclusive or exclusionary a society is by the way its institutions treat the population as a whole and the way minority groups - including foreigners - are treated.
If I am prevented from entering a city and staying there safely because of my race, ethnicity, culture or place of origin.
If my ethnic-racial group has purposely fewer opportunities than others .
If I live under precarious conditions and have a lower life expectancy due to current policies.
There are other factors, too, but one of the keywords for this is Institutional Racism. For Structural Racism, as hypothesis, it would require me more data / lore to elaborate and come to a conclusion.
About the mod:
It came within The Phoenix Flavour (Wabbajack) along many other mods. I didn't notice it until yesterday as for now my files are sufficently stable to play without anything holding me down. And I play as a Redguard most of times, so...I'm really thinking what to do about it.
No..? Consider that guards will also not give one s#*! if you kill an assassin or thief. In the context of the Alik'r warriors, they are harassing any and every Redguard woman. The guards in Whiterun have already caught one of their ranks breaking the law, and warned them they're no longer welcome in the city because of their behavior. The guards are in a bind; they can't just arrest them for looking for someone regardless of how forceful they are since they've not gotten violent, but they also can't allow them to go around badgering their citizens. They're not welcome not because they are foreign, but because they're pushing the boundaries of the city's hospitality and laws. This mod makes it a little more realistic because they've already been ejected from the city, so the guards have no obligation whatsoever to protect non-citizens, especially ones that have run afoul of the law. Consider also that they were likely ejected in order to protect Redguard women from further harassment or worse.
And just to further allay concerns of racism: regardless of the player character's race, if you murder lets say...Heimskr, and Amren goes to attack you/defend his family from a murderer, then the guards won't arrest or fine him. So rest assured this is not a racist or xenophobic mod lol.
You could kill them because you are racist. You could also kill them because it's annoying to have NPC's loitering in the same spot the entire game looking at you every time you go in or out of the city, just in case you want to do a quest that you don't want to do.
Whiterun Guard, in prelude to the "In My Time of Need" quest: "I don't care what you're doing, after what happened you're lucky I don't toss you in jail. Now get lost."
Hell, one of the Warrior's own is locked in the dungeons. They must've done something ridiculously stupid to get a ban from the city.
It is not becouse of racism there was a war called War of Bend'r-Mahk. Look it up. They are enemys. If you side with the redguard woman. The alik'r will still show up on the road insulting the lady's. (bug) If you side with the alik'r they go a way and you have a chance of better stuff on the road. So you make up your mind. Latter you can go to the cave an kill them and I have a mod that stops random dragons and eversence then she has never shown up in the hall of the dead. This was found out in days before the dlc's that the dragons were killing them. Now with both mods I can turn her in for her crime and kill the enemy as well. After you turn her in wait 10 days and go to the den they will be there. With both mods I can have her in hammerfell and my enemys of skyrim taken care of.

They were both traitors. Kematu was hired by the Thalmor to cut loose ends and get rid of their former agent. Evidence of this is that the Thalmor will send their Justiciars after you if you kill him or Saadia. So best choice is to draw them both to the stables and have the Ebony blade ready for some charging.
How would I go about extending this to the random event where Alik'r harass a woman on the road? As far as I can tell, killing those Alik'r still incurs a bounty.
yeah plus the town (city actually) they're banned from is Whiterun.. City.. Anyways, its likely the woman is going to say "This guy murdered some people" not "this guy murdered Alik'r warriors." I admit though, someone killing people harassing you, even if its a bit much, you'd probably be more likely to look the other way so. But they do eventually @#$^ off so if you kill them then and there yeah it stops making sense for her to just say "Well I'm not dead" I suppose if one could figure it out, they could set it so after the scene ends she'll report the crime if you kill them, but yeah.. Too much effort I suppose.
I'm confused. Does this or does it not let me attack redgaurds who are harassing redgaurds on the road? Because its the only reason I'm looking at this mod.
