Please look at the date the mod was last updated, and the comment section, and you'll easily come to the conclusion that the mod is not updated for latest version of the game. The source code is open. Fix it your self.
Azumatt has a clock mod that works with Ashlands and is available at the Thunderstore. You can edit the cfg file and set the time format to "fuzzy" and it will work just like this mod does.
Confirmed to happen in Valheim version 0.217.46. I'm now getting the following error whenever I have this mod loaded and I run any console command (I tested this with the "help" command). There are other mods with the exact same issue and error.
This issue with the mod breaking devcommands seems to affect all the mods I have written by this mod developer, so I wonder if there's something common to all that this developer puts into his mods that others don't? But anyway, I love the mods I use from this developer and would really like to carry on using them!
Just wondering if this will ever be updated again? I don't use devcommands very much so it's not a big deal for me, and I can disable this mod if I want to use it, but would just rather it all work. Since Ashlands is out now I figured Valheim is back on people's radar again so I would check in and ask :)

Sadly the author dont seems to be active anymore on updating his mods :(
...this really screws over multiplayer servers that have enforced configs.
