The mod works, you have to actually unlock the parts by playing the MP (2-ish matches which is like 10 minutes at the most) and buying the parts, the mod doesn't unlock the MP parts just the ability to use them in SP.
Also, the mod has to be in a folder named: ~mods The path should look like this: ACE COMBAT 7\Game\Content\Paks\~mods
This mod works on my already existent save file that is pretty much complete, so you don't have to start a new game or anything like that, just unlock and buy the MP parts first.

May have solution to the problem of the mod not working. Here what i did :
1. Start from scratch. Delete your 'old' save game. Delete all (three folders) in User/<name>/AppData/Local/Bandai Namco Entertainment/Ace Combat 7. (Don't forget to back up your old save game)
2. 'Recreate' the ~mods folder (yes, it mean get rid all your previous mods, delete 'old' ~mods folder, create a new one in same place; inside Paks folder).
3. Then I installed just these three mods first (in new ~mods folder) : *Lock On Crosshair UI by CherrysDelight (just to make lock on more visible to my eyes) https://www.nexusmods.com/acecombat7skiesunknown/mods/649
*Aircraft Tree Unlocker by Valor (this is the most important mod in this phase in my opinion) https://www.moddb.com/mods/customseven-freedom-skies/downloads/aircraft-tree-unlocker
*Proportional Guided Missile by pipibearFreddie (awesome mod, it make your std.missile like 'short' QAAM) https://www.nexusmods.com/acecombat7skiesunknown/mods/1513
4. Open game, and start New Campaign in Hard Difficulity. Play and DON'T ADD any other mods until mission 4 complete. (You can still use trainer if you like).
5. When entering the 5th mission, open the Aircraft Tree menu in the game, just acquire all parts including MP parts (Yes, the MP parts tree should be unlocked, no need playing in MP/get airman first class rank, but still, at this state you can't equip any MP parts in SP Mode).
*There may still be one MP part that must be unlocked by having spend some MRP. But it's not a problem, MRP can be obtained in the next mission or use trainer.
6. After unlocking all parts, you can exit game immediately and autosave or complete the 5th mission then exit game.
7. Install this mod (AllPartinCampaign Mode mod, or together with Skin+EmblemUnlocker mod by Valor) to the ~mod folder.
8. Open the game and Continue Campaign/Free Mission; all parts including MP parts should be able to be installed during Select Part before the sortie starts.
9. After this process complete, you can add any mods you like as usual.
*Skin+Emblem Unlocker mod by Valor; https://www.moddb.com/mods/customseven-freedom-skies/downloads/skin-and-emblem-unlocker ; After installing this mod (together with AllPartinCampaign Mode Mod), continue campaign, or fly for a while in any mode then exit mission. Go to Data Viewer>Aircraft Viewer>SelectAircraft>SelectSkin/Emblem. If successful, all skins/emblem should be unlocked for the next playthrough. * Game version 1.9.1.10
Good to hear that this fresh restart method worked. It's a lot of work. It may also help to play the game while your internet is off, that's what I always did, and never had any problem with this mod for years.

All skins, all emblems, all solo multiplayer parts!
Solution: When i tried to install it manually, it never worked. Even on right path, etc. So I decided to try via Vortex: Bam! Everything unlocked!!! But be sure to install the other mods shown on first comment of this thread first.
Successfully solved my problem. I added the first three files, unlocked them in the fourth place, and then bought accessories. After that, I exited and added this file to use it
Doesn't work anymore... :( Also, is there no mod to give all planes infinite ammo??? I see clips on youtube and stuff all the time of things like Fenrir and Adler and X02 with infinite ammo and missiles and stuff...
While this mod is obsolete with nil chance for update, there's still an alternative as of when I'm typing this: You're going to want to level up in multiplayer to the required rank of 'Airman First Class' to unlock the mode restricted parts for purchase, then use '~~~EOM_EnhancedPlaneParts_P' from the AC7 Enhanced Gunplay mod to equip them for Campaign use.
The recent update or w/e that was deleted the mods folder, check and see if yours is gone, if it is, you'll have to redownload your mods. don't forget to make your folder named ~mods.
Does anyone have the problem where with the mod works but you can't access it when you are in the campaign mode but only accessible in the multiplayer mode.
