Does this work on every weapon or only the ones that require this mod

I'm having an issue with the spell button not activating items. I installed the mod manually and put it in the mods folder but the button doesn't seem to activate weapons. Sometimes with certain mods that use weapons that need to be activated (Trials of the Shinobi is one), enemies will spawn with the weapon already activated. What can I do to fix this?
Playing on U10.2-
same problem, but I haven't had an npc spawn with an activateable weapon yet. Will try soon. For now heres my modlist:
