You need to make sure that you're installing into the right folder. When you install the mod, it should be installed into the BL2 directory, which for me was under This PC>Data (D:)>SteamLibrary>steamapps>common>Borderlands 2>Binaries. Depending on which platform you use for your game will depend on where you will find yours. I had to manually place it even though I used the Vortex portal. Funnily enough my SaveData folder and my BL2 launcher were in separate directories. My SaveData folder was in This PC>Documents>My Games>Borderlands 2>WillowGame>SaveData, while my launcher was in This PC>Data (D:)>SteamLibrary>steamapps>common>Borderlands 2>Binaries>Win32. You don't have to install it into the Win32 folder, just Binaries (or wherever you know where your BL2 launcher is located). So make sure the Borderlands Profile Editor (BPE) is installed into the right location. After that, I did these steps below. It worked for me, might work for some of you. Personally, I switched where my Steam Library would be, so "SteamLibrary" will probably be your Program Files (x86) directory instead.
So what I did was, 1. Find your SaveData for Borderlands 2. 2. Copy that SaveData folder. 3. Paste that SaveData folder into This PC>Data (D:)>user>Documents. 4. Run your Borderlands Profile Editor (BPE) application and click on "File" (top left). 5. Navigate through This PC>Data (D:)>user>Documents>SaveData>[save file numbers]>profile.bin. 6. Manipulate the files as you see fit, then go back to "File", scroll down and hit "Save". Once it is saved, a popup should appear to indicate the saved changes. 7. Close the BPE application (optional). 8. Open your File Explorer and navigate to This PC>Data (D:)>user>Documents>SaveData and copy the entire SaveData folder. 9. Navigate back to This PC>Documents>My Games>Borderlands 2>WillowGame and paste the newly edited SaveData folder into it. Override the files with the new ones.
You do not need to have BL2 open in order to make any changes to your profile, but you absolutely need to exit the game after finishing your edits. This method works well for me.

once u save the file keep a copy of it in a folder called "BL2KEYS" somewhere on your PC. once you use all keys, you can just copy the file from the "BL2KEYS" folder to the games save folder....I do that for all Borderlands games.
so i might be stupid or something because whenever i extracted the file to my game directory it just...doesnt even open, no virus warnings no error messages just nothing, even when my security stuff was turned off to try again still nothing. even tried multiple extract spots for the file and yet nothin. i noticed a previous comment about hashes in the rar file so it could be that? because i have absolutely no clue

Not sure if you still have the problem but I was having this issue as well. What I did wrong was when I extracted the profile editor on my desktop I moved all the files except for the Profile Editor application itself into my Downloads folder and put them into a custom folder I made. Turns out the Profile editor NEEDS to be in the same location as the "LZO.dll" file that got extracted along with it. So I moved my Profile Editor application into the custom folder I made and then just created a shortcut of the application and moved the shortcut onto the desktop in it's place. Worked like a charm. Alternatively you can just move the LZO.dll file to wherever the Profile editor is and that should help as well. Hope this helps anybody who has this issue
Does anyone know why it is that I can't increase my shield recharge delay past 45? I used this tool to respec my badass ranks solely into recharge delay (dat Bee life) but ran into this problem.
