Plasma is a major overhaul. This is my go at giving Borderlands 2 the final patch it deserves with tasteful custom content and surprises.
For experienced players, you will notice and appreciate what is different. It will be like discovering the game again. For newer players, I keep you in mind every step of the way and everything should feel intuitive, fair, and exciting.

One playthrough - UVHM All the Time
Use the provided saves and start at level 1 in UVHM. Special care was given to make the early levels fair and engaging, and to provide a satisfying progression. Difficulty scales up every 10th level. Enemies are scaled back especially heavily in the 1-10 range, and foes like a Bullyrot or Ironclad Psycho no longer spawn in the Southern Shelf.
Level Cap = 60
It is intended that you can hit or be close to the level cap after doing all the main quests and DLC main quests as long as you also do some amount of side content or farming. Build diversity increases because you can no longer take every skill and capstone at once. This also inherently reduces time grinding experience, which few seem to fancy. YOU HAVE TO HEX EDIT YOUR GAME FOR THIS! See installation section.
Comprehensive Balance Shakeup
Little remains unchanged. Certain items don't exist anymore, and there is extensive item and class overhauls and balancing, and much effort put into making everything viable. You will pick up a generic Bandit assault rifle and actually use it to kill things and not feel like an idiot! Every possible aspect of the game was changed in some fashion. It is so much less limiting and more fair. The idea is that as long as you are building into something, that something should be viable.
Vault Hunter Overhauls
Some receive far more drastic changes than others. Each was designed with specific archetypes in mind. The new gearing and skills allow a lot of setups. There are many different ways to think about your build. It is not just a capstone rush and you may create builds that only feature one because so many skills are desirable. Maya is no longer a Cloud Kill Slave, and can be a formidable elemental brawler. Gaige no longer needs to shoot the floor or a stupid box. Salvador can now use spinny guns to great effect. And so, so much more.
Slag & Elemental Overhaul
Slag is no longer mandatory. It still boosts damage, but at a lowered amount, and now applies additional penalties to make it a better feeling debuff. Keep in mind that global enemy hp values accommodate for this shift. Every element has received tweaks and sometimes additional effects (like burns reducing outgoing damage), and care was taken to not make anything feel required to use. Doing this demanded reducing damage multipliers of their strengths and weaknesses. Obviously using fire against flesh is ideal, but it is no longer the case where the difference is so massive that you are stupid for not using it. Better balanced and more fun is what I am saying.
Combat Review
Guns have less recoil and better accuracy. Brands received specific tweaks and some have large reworks, to give them all a unique identity and strength. Very many enemy tweaks and surprises are included (spoiler: enraged Goliaths are something else). Combined with various balance changes, and the movement tweaks, your combat experience is greatly enhanced.
Item Replacers?
Deliberately kept things I felt were iconic and balanced enough. Some items received only balance tweaks, and some only a name or cosmetic change. Others are replaced completely. There is a good amount of completely new stuff. It should feel like a new arsenal but with familiar appearances.
Brand Overhauls
Tediore provides ammo regeneration. The gimmick of Bandit is that it no longer sucks at everything and now has an extra shot chance. Torgue weapons deal even more damage but are tough to handle. Dahl no longer bursts, and is instead better when zoomed in. And more!
Class Mods
You can find a lot more interesting and useful stats on them. Legendary COMs are no longer superior in every way. They instead offer unique and interesting effects. All uniques were overhauled, and almost all generic mods have been touched. There are a lot of choices now and you may hoard class mods!
Raid Boss Overhauls
Stuff that was broken (like health) is fixed. Every boss was reviewed, given balancing tweaks, and/or even given an explicit weakness. Examples: Gee is no longer immune to damage for the first phase, and Voracidous has doubled shock taken duration. They can be defeated using a higher variety of setups and without exploits, but still pose a challenge. Oh and with completely customized loot for all of them, giving reason to farm everyone.
LOOT!
Overhauled vendors of all kinds (generic, Torgue, Seraph), chest loot, trash pile loot, global loot, container loot, slot machines, boss loot, loot to certain minibosses, targeted loot shuffles, more respawnable enemies, better Jimmy, absolutely everything! There are so many farms and surprises!
Chests
Want to make a specific mention here. Chests are good sources of generic loot. Even the so-called white chests. You will actually occasionally find legendaries in them. All the more cool with how there are more chests in the world. Explore and find out!
Uniques are now Legendary
Unique is now the umbrella term for anything with a red text or unique effect. Previously quest-only rewards are now typical legendary items. They are appropriately colored and are part of global and targeted loot like any other legendary. You can find a Pimpernel out and about or from its dedicated source. Quests now give generic loot instead of specific loot. Some quest loot remains, but generally on repeatable quests. Read-only quest farming is mostly gone, but fear not because you may find certain specific other things drop what you are looking for!
Dark Orange Legendary
Some uniques are exclusively available from specific sources. These are a new rarity. They tend to be more powerful than regular legendaries but less than pearls.
Pearl Overhaul - Rare but Powerful
It is exactly what a lot say they should be. Obtaining them is significantly more difficult, but they are worthy of that rarity. You may even call them overpowered. Loot midgets and Lilith DLC are no longer pearl dispensers. To be clear, pearls can drop anywhere, but you Borderlands 1 players should already know where the best sources are...
Quest Tweaks
More quests are repeatable, and certain quests are more fair. Especially with the removal of timers.
Visual Pollution Reduction
Lots of effects were toned down, some even removed. Results in being able to better see what the heck is going on, but still retains the purpose of why those effects were made.
Movement Tweaks
You sprint a bit faster and jump higher with better aerial control. Cosmetic changes make movement feel better. More movement stats are available through skills and items. This does not turn into Warframe, but enough boosts are given so that you can dodge more with skill and stats than the default game ever allowed.
New Meta
What is a Harold? Not here anymore. Grog Nozzle? Hah you thought it would still heal you? The Fastball is pitched straight out of existence. There is new meta in town.
Survivability & Moxxi Weapons
Life leech is now something that is harder to come by and only exists in small amounts. Moxxi weapons instead grant life regeneration of varying amounts. With this, was a review of everything it impacted. Enemies deal less damage. Some specific enemies received more nerfs... seriously it was ridiculous with a couple offenders that needed 90% less damage. There are far more options to get tankiness and sustainability for yourself. You can now experience a much better balanced Borderlands without the tyranny of leech.
Fixes
Some standard stuff like permaslag and gate jankiness. Many skill fixes, like how Salvador’s skills now apply to the offhand. Also stuff like removing the strange xp penalty in the pirate DLC.
Parts & Accessories
You will find that certain part combinations are notably great, and that many more accessories are viable and useful. A good COM grade can make a big difference. Wait! This one accessory gives me ammo regen? Yep. Well built purples and gemstones can definitely compete with uniques.
Surprises & Much More!
Gemstones and Tina class mods (now Allegiance) can globally drop. You may come across candy. Who put these extra chests in the Leviathan’s Lair? Saturn and Constructers can now be slagged. There are tons and tons of details that I’d rather you find out yourself while playing!
------ Installation
This mod features a more unique installation, because of the level cap. This is NOT a python mod, although requires it. It is 100% compatible in multiplayer with your buddies!
1. Requirements:

1a. Python
NEW VERSION
-On the Github page, "willow2-sdk.zip" under the Assets tab, to download it.
-The page my requirement link sends you to has a tutorial on how to install.
-IMPORTANT: if upgrading from an older version you will need to delete your old Python mods folder "Borderlands 2\Binaries\Win32\Mods"
OLD VERSION (like 2.5)
-On the Github page, "PythonSDK.zip", under the Assets tab, to download it
-Extract the "Binaries" folder to the Binaries folder of your game installation folder. Steam example is "SteamGames\steamapps\common\Borderlands 2"
-Python mods go into "Borderlands 2\Binaries\Win32\Mods"
1b. Make sure you install the “Command Extensions” python mod. It is required!
2. Hexedit your game to these exact specifications:

*Once you setup your file path, you click the BL2 logo to get started with this process
*If a pop-up appears that asks: "Would you like to apply the Console-Patch now?" hit yes
*Undo All if you have previously hexedited your game
*When done, hit only the one apply button next to the undo all one. Pressing the individual buttons next to each value seems to not consistently work in my experience.
*If you get the Level and Level Cap values incorrect, you may get level-gated inappropriately and have a pop-up that states you "need dlc" and this prevents your character from getting experience until fixed. This mod also features a system that soft-locks you past the intended level cap.
3. Install Plasma
-Put "Plasma.txt" in the Binaries folder. For steam, this is "SteamGames\steamapps\common\Borderlands 2\Binaries"
4. Install a provided level 1 UVHM save file of the character of your choice. In the files section of this page. These saves start as if it was a fresh new game in the Windshear Waste but in UVHM.
*The .sav file goes into "Documents\my games\Borderlands 2\WillowGame\SaveData\(numbers)\"
*You can renumber it to anything you want, like Save0394
*For Gaige only, you must get your weapon SDUs from the bank. Blame the game being weird, because it wouldn't work otherwise.
*You can use the 'reset playthrough' function to skip right to Liar's Berg if you want
5. BLCMM
-Open my mod with this program (Plasma.txt)
-Check inside the "Optional Modules" folder if you want to change anything. I already made a pre-selection, so if you want the intended experience you don’t have to do anything!
-Make sure to save
6. Play!
-When sitting at the main menu panorama, open up the console (~) and type or copy paste the following: exec Plasma.txt
-Press enter
-You will get a chat message to confirm that it is now running correctly, and there should be 0 errors in the console
-Tip: for future sessions you can press the up arrow in the console to cycle between last used commands
-For multiplayer, everybody should execute the mod BEFORE joining

------ Notes
Don’t install or import any other mods with BLCMM. This mod is an extensive overhaul. You can and will crash your game, and cause numerous unintended consequences.
DO NOT EXEC THE MOD MULTIPLE TIMES IN A SESSION! It can cause a ruckus. Restart your game instead!
Badass rank is NOT disabled.
How to play completely offline? Say commands crash the game when you are in offline mode. The mod contains two, so you have to delete them. Open up Plasma.txt and Ctrl + F to find the following and delete them:
1. <comment>say Running PLASMA - ensure you hexedited as specified for the level 60 cap and that you have Command Extensions installed.</comment>
2. say Executed your mod with the following profile: Plasma.
*Every time you save in BLCMM you will have to do this again, it appends the 2nd line

The mod is robust and feature-complete. Nothing major should come in future updates. Like don't expect a full unique overhaul again. I did astronomical amounts of testing because nothing ever worked on the first try. Still, you can expect the following:
