What usually bhop means ? "If you make jumps in right time, then speed your personage will increase with every next jump". Just i noticed that are possible add bhop almost in any game which have jumps, and for this not need have special items or perks. Interesting that in this game bhop works by default, only enough high ground friction hide this from players
It's similar to "strafejumping" in Quake, and was usually associated with Counterstrike. The term has been around at least that long. It's using the game engine and jumping to achieve higher speeds.

In games on Source engine when player jump, exist some instructions which attitude to adding velocity when player strafe in air. In games on other engine i else not meet such instructions, Source engine and id Tech are unique. If someone in condition add this through special lua scripts or difficult modding, this else not means that it are native thing for game and can be easy made. Also any man can mistake include me, when hurry do categorical conclusions, we all have such privilege :) Yes i know about mod which add source engine strafing in this game, and about other mod which add it in RDR2, we not live in vacuum. Just i noticed how some games writting "choose your personage" or "select character which will play", therefore using such word not smilar on too rude mistake. Thank you for protection, it become enough rare thing in current time, meet decent people, which not try belittle others without reason, naive suppose that such behavior make looks them better
I don't know if it was present before 2.0, but now you can dash jump and b-hop for great speed. I can almost keep up with vehicles even without cyberware. Maybe this will make it even faster.
By default speed cap for player in air 18 and on ground 15, you can change these values on your gust. Also similar that activated bhop script increase swimming speed
