NC Ambient NPCs is just an ini tweak to the existing game engine where this mod is scripted to add functionality. It's probably fine to use both as they modify the game in different ways
Tbh I just stuck with this mod alone because alongside the other one I was seeing glitched NPCs occasionally, though Im not sure if that is an incompatibility issue or simply an issue with NC Ambient NPCs
It does yes and it should work 95% of the time. But there is an edge case where a NPC may go from walking (with no items in hand) to sitting (to eat etc), the code only checks when the NPC is first spawned and I have found no way to detect this in advance so it remains a challenging issue
Awesome! Downloaded and tried it out right away. Most NPCs around have phones now, but that one guy on the left side of H10 Apartment's entrance who's making a call? Totally phone-free in his hand. Tested this three times!
On Version 1.5 so far, I've only spotted this one phone-less NPC near H10 Apartment. Went back there 3 times and saw it every check. Been grinding missions in Dogtown the rest of the time – no other missing phones found yet
for the sake of immersion, is it possible to make a NPC run by default ? not necessarily running from something but at least seemingly in a hurry? I reckon it must be hard because so far npcs are either chill or running for their lives

Since this mod makes this bug much more apparent, the question is can anything be done about it?

Anyway, they’re doing the usual animations like walking down the street and talking on the phone, texting while sitting on a bench or just standing idle and doing motions like using the items they’re holding (but many items are missing due to a vanilla bug I guess - I definitely remember seeing the missing item bug before installing this mod).

I experienced the same issue as already mentioned. Cellphones holding by NPC's are quite often invincible/not loaded (as far as i could observe just cellphones - tablets seeming not to be affected). As @McWulf80 already explained, this bug happens at various NPC animations (walking around; sitting on a bench or somewhere else / calling with someone; just interacting with cellphone screen), which leads to the guess it dose not correlate with each other. I'm quite new to the modding scene and therefore do not have many mods installed yet (basically just some well known framework mods) - your "Dynamic NPC Items" mod is one of the first addition to them and therefore I'm pretty sure that interference between yours and any other mod can't be the case here. In addition I'm as well not 100% sure but also assume this bug could be a vanilla one. I think it just started to catch my attention because by using your mod it raises the possibility/frequency how often the bug appears.
Anyway, if it's vanilla or caused by the mod, I hope my thoughts could help you somehow fixing this small but annoying problem.

I think this mod completely removes cell phones from the game in animations. Including scripted ones. All the times playing phantom liberty I was wondering why Solomon's phone was invisible and I just narrowed it to this mod. There was another moment too, where I watched a scripted NPC interaction with the conspiracy guy infront of misty's shop; when 2 NPC women walked by, one was like "omg a real conspiracy guy quick lemme take your pic with him!" and she pulls out an insible phone. So its not just the random street moments, but all phone moments.
I think I agree. Jackie is firmly grasping the air every time he's taking a call, and I had the exact same thing happen with the girls apparently either taking a mental picture or sharing the same diagnosis of schizophrenia
