Improves all tiers of NeoFiber mod to more reasonable values.

This mod improves all tiers of NeoFiber mod so that it is actually worth using without becoming overpowered. New values:
Common: +5% chance, +10% damage mitigation
Uncommon: +10% chance, +15% damage mitigation
Rare: +15% chance, +20% damage mitigation
Epic: +20% chance, +25% damage mitigation
Legendary: +25% chance, +30% damage mitigation.
If you prefer other values you can manually modify init.lua file. It is a simple text file.
