As the description says, it's because the author wanted the replica jacket immediately rather than toward the tail end of the game. Commands won't work either because CET is broken for now, so a replacer is about the only way to do what they wanted.
Think you can model swap the Second conflict biker jacket that you get in V's apartment with johnny's samurai jacket so you can get it even earlier, cause it looks like CET will be down for a while

+1 would really like to replace another jacket with the samurai jacket. I have the Samurai jacket bugged in one of my saves in Wardrobe, and i also like David jacket. Jacket_05_old_01, aka Second Conflict Biker Jacket would be a nice replacer.
