Came back to answer my own question for other people who might have the same question. Yes, it works for 2.12 and 2.12a, with few exceptions as mentioned elsewhere in the comments.
With 2.1 it seems some start as 5++ some do not. They appear to be found as either T1 for the first iconic you find at the start or T4 for various others. Unfortunately the ones that start at T4 I upgraded to 5++ and then later on found they had downgraded back to 4s. Same save same play session when I was getting ready to save and exit.
Can you not upgrade the tier? All the guides I've been reading say all iconics can be upgraded from Tier 1 all the way to Tier 5++ as long as you have the materials.
Yes, but I don't feel like grinding for materials and going through the whole process. I miss the simpler crafting system honestly, even if it was part of the Tech tree.
Use all those extra Eddies you earn and Buy higher Tier clothing items and scrap them. You get the same Tier crafting components from them. Once a clothing item is in your inventory there is no reason to keep it as it adds it to your wardrobe list right away and it stays there even if you scrap it.
I sell weapons and scrap clothing to keep my money and crafting component counts high. At level 40+ you'll be rolling in both.

Because those are the only two where "Items" doesn't have a capital "I".
Just use Simple Menu. It's a CET add on that has many features including the ability to Upgrade equipped items in your inventory to any tier. If it has a Quest tag on it(which makes it so you can't upgrade, dismantle or sale the item), Simple Menu can remove that as well.
Heyo, the mod conflicts with Unlock me A Slot 2.01, so far specifically to the two knives Nehan and Blue Fang, which both spawn as T5++ but 95% of the time, they spawn with no mods which Unlock me a Slot adds to Iconics and weapons that don't have mod slots.
I'll have a look at that. The data edited by these 2 mods doesn't overlap anywhere at all. If there's any issue it's one of the main dependencies (tweak probably) that needs update.
I picked it up when they started shooting at me after I won. But, was just iconic 5 so took mod to upgrade but wont go past 5+ takes legendary mat and reverts to 5+ trying to get to 5++. So thats my experience. If that helps.

Not sure whether this is due to me using quickhack on Nash to detonate his weapon or just limitation like Dying Night.
i tried this mod yesterday along with grant all iconic weapons mod + all required mods, but i noticed 2 things 1: i did the quest to get the free gun from weapon shop at the start of the game and the iconic was T1 2: when i used the hot key to spawn all the iconic weapons, i than noticed i got 1 of some but in most cases i got 2-7 of some which is besides the point here >.< ANYWAYS among them i noticed some was T5++ most really but as the dupes was in place it was kinda funny it was T5++, T5+, T4+, T4 and so on for some of them lol i wonder if this was meant to be for dupe pickups at the sametime of just somekinda bug/luck thing but i did notice for a good few that i only had 1-2 of they was T1's still wondering if this was due to a overload of the system maybe?
o also meant to ask does this include T5 for iconic cyberwere ?
1: it doesn't work dying night quest because the npc store inventory pulls info from somewhere else 2: you get dupes because game has different names for the same iconic, Items.Preset_Liberty_Dex_Legendary and Items.Preset_Liberty_Dex both give you the same weapon. Some lists have multiple different entries for the same gun. My script applies for the ones that spawn and basic + legendary entries, the full spawn lists might have some unused versions of stuff so that's why you're getting some T4s and T1s.

This is only weapons, not cyberware.
also a version as separate mod or just using a diff hotkey for other things could be nice/interesting
like maybe all recipes for weapons as well.
just some random idea take & leave what ya might like of it.
