this is a dumb request, but could we get the option for the multiplier box to allow for decimals? I have 2x monster density on because its fun, but I am now wanting to decrease drop rates of all items, including this, by half for the sake of keeping the game feeling how it should in terms of item flow

It's not possible since the game won't be able to read decimals in the txt files. The base value of this item is 1 and that gets multiplied by the number you set. Even if d2rmm allowed decimal numbers, the game would either ignore the number after the decimal point or crash (or just ignore that entry and the item would never drop).
Great. I changed 'nru' to 'uni' and changed max sockets to 1. So this mod only works with unique items and only adds 1 max socket. Proper balanced now, and a substitute for Larzuk. Thanks! Edit: I added crafted, rares and set too. Eventually also made a recipe to convert magic into rare. Anvil + PGem. Let see if that works, and that it's using the proper ilvels, clvls and all that.
Can I get 3 sockets in a Harlequin Crest? In other words, does this mod ignore how many sockets the base of an item can normally get? Asking because I'm burning through Anvils (pun intended) like crazy trying to get 3 sockets and can't hit it
So, questions: what does the 1 represent? 1% chance? The default 1 in the setting. I never saw a single drop of this for several hours on 1, then I moved it to 100 and I have now found 3 of them in 2 hours.
No, it doesn't mean 1% chance, it is not really possible to set some specific %, that's not how droprates work in d2.
The anvil is added to Act 1-5 (H) Junk Treasure Classes which look like this:
Item1: Act5 Junk Prob1: 200 Item2: Potion 6 Prob2: 800 Item3: Misc 2 Prob3: 400 Item4: Ammo Prob4: 400 Item5: anv Prob5: 1 <- this is what you can change in the settings
So this means if TC Act 1-5 (H) Junk is selected when killing a monster/opening a chest then you have 1/(200+800+400+400) chance that the selected item is an Anvil. So in this case 1/1800.
1/1800 seems low of course but keep in mind that almost every monster you kill and chest/poppable you open have a chance to select Act 1-5 (H) Junk Treasure Class so that's why even with 1/1800 you can see an Anvil drop fairly often.

Is it possible to set it to drop off specific mobs? Like The Smith, Griswold, and Hephestus? All smith uniques, of course. I was thinking that'd make more sense and give those 3 uniques a reason to be farmed. Not important, but just curious.

And after installing the mod via D2RMM in “treasureclassex.txt” it looks like this (the drop value is set to the maximum), as if everything is in order

Nice mod in general, used it a bit now, but only on items that can have sockets in general. Yesterday i added sockets to gloves, now my character is corrupted and the game crashes on startup (Could be another mod that causes it too). Is there a way to find out why? Is there a way to remove the broken items?
make sure you have all the options enabled (or at least Gloves) in the mod settings. If you do have it/them enabled then I believe it must be something else.
You could try loading your character file (create a backup before) and delete the gloves using this tool: https://d2runewizard.com/hero-editor. I'm not sure if this will work with non-vanilla items though.
If you can send your save file I could look into it, but I'd probably need to know all the mods you are using too, still I can give it a try if you want.

I do have everything ticked, so that's not the problem. I tried it with the HeroEditor already, it just can't read the file - nothing happens :(
