This is merely a warning that the mod was created for an older patch of the game. Unless you find that the mod does not work when you test it in the game, this warning can be safely ignored.
You can still apply the mod to your load order and use it in your game.
I noticed when I turned this mod off my game would not load. Once you use it, it looks as though you may have to keep it on. If you have the same problem just turn this mod back on and it loads fine again. I loaded it originally because I was trying to get a gift for Neve after the dragon attacked Dock Town and the Shadow Dragon Merchant was gone. Even tried the one at the crossroads. Apparently if you don't get the gift before choosing to save Treviso, you're SOL because I can't find it anywhere, even in the Black Emporium.
Oh, absolutely amazing work! I tried making this mod for about a week straight on and off and could never get it to function. Thank you so much for this!
I know that pain! I happened across the right file entirely by acciedent, I wasn't even intending to do anything with the BE. Meanwhile I have a dozen requests waiting because I'm getting nowhere with those projects.
I think I'll make an add-on which gives Xenon the final safehouse inventory, or maybe even try to add every vendorlist in the game to Xenon's inventory.

That would be great! I prefer to keep some semblance of progression instead of giving myself every item, but some of my favourites only receive upgrades way late in the game. Having the option to buy them would be the perfect middle ground.
Make sure during testing that you can actually buy the items, not just that they show up in his inventory--apparently that can be an issue when trying to expand vendors. Also I think a maaaay have seen something relating the the safe house in the same folder where this mod's modified file is. I'm not 100% sure anymore, I looked at a lot of files haha. But worth a peek.
