Increase ALL weapon mod crit rate (effect trigger rate) to 100%.

Since weapon mod effect in this game (spark in particular) is beautiful, I want to see them all the time! If you are the same, then use this mod.
All weapon mod's trigger rate is now 100%, at any level, except charge to manual trigger mods.
