There are 3 different ways you can die from a fall: 1) Instant-Death Landing: falling for 20 meters or more. You will die the instant you hit the ground. 2) Killbox \ Death-Cam: Falling through an unintended area. You will die mid-air, there's an invisible box that kills you. 3) Glitching through the ground: Falling for 12 seconds or more. You will die if you spend too long falling.
This mod only cancels the first type. So no matter how high the fall is, the landing will never kill you. But if you fall for more than 12 seconds, or if you fall down a bottomless elevator shaft where there's a killbox, you'll die.
If you are unsure if the mod is working or not here's an example of a jump you can test. Equip the talisman, fast travel to Raya Lucaria Academy at 'Schoolhouse classroom' site of grace, go outside where the big wheel is and try to jump down to the crystal cave where abductor virgin is. If you die when you land then the mod isn't working. Or go to any high cliff out in the open world and jump down, like the cliffs overlooking the beach west of where you start the game.
For an example of a jump that'll kill you, go to Caelid to Lenna's Rise, Fort Faroth or any place overlooking the big beach area where you fight Redahn. If you try to jump down there the fall will kill you, not the land, you'll never reach the ground. That's because the devs put killzones to prevent you from falling into the boss arena.

Tested by update Unlock all graces (dlc) and then export .csv and then import into cleanregulation.bin (1.16)
Do you have an hks file already installed? Most likely no so you only need to merge the csv in your current regulation.bin then copy the action folder as it is like in the installation steps.
I tried merging the csv file but didn't work, I assume there are lines in the hks file that should be changed or added, there's any chance you could provide the code lines and where they should've been just to copy and paste it?
I see, ok for now use the previous version v1.16 it only uses regulation.bin so merging the csv files will be enough. I'll try write merging instructions here later.
Edit: to answer another question you posted: you will find 'Long tailed Cat+' in v1.16 csv files.
Right, I'm sorry I'm not paying attention today. You need modengine2. The action folder goes inside "Elden Ring\Game\mod" I'll update the mod description.
The CSV file I used was merged, but it didn't seem to work. I jumped off the 3rd floor of the Weeping Peninsula Mage Tower and died, and also jumped off the campfire cliff in the sick village
I'm trying to drop down the cliff to get to caelid colosseum, to get past the first colossal archer. I tried dropping from isolated merchant and caelim ruins but both resulted in my death. Is it too high or are there killboxes implemented there?
I think I died to that jump before, these are killboxes. You can tell if it's a killbox or not by the way you die, if the camera stops following you mid fall, and your character starts screaming and dies before reaching the ground, it's 100% a killbox. If you hit the ground then die, that's fall damage.
