Wait, how is this useful? Allows you to better understand the potential of each weapon. The numbers you see are the bonus damage% that you will get for maxing out matching stats (the cap is usually either 99 or 150 (actually 150 will give 110% of that additional damage but I dont want to go too deep here)). More detailed explanation: google doc (not mine).
Compability: This mod changes regulation.bin and a few popular .gfx files, so if you want to use No Scaling Letters with other mods, you will have to merge manually. Happily for you, this is very simple to do (but only if you know how to mod, lol) because the changes are minimal - 10 param properties and several DefineEditText's in .gfx'es (I increased xmin to -1000 to have more space for longer numbers).
