Offers good graphics with good performance. (The file is the low variant, no shadows.) Recommend using Simple ReShade Pack for Elden Ring (AgX) to maximize graphics with no fps drop.
The only issue is anti aliasing being permanently turned off, you have to use it through graphics' card settings or Reshade (use CShade-DLAA). AA highly improves visuals with minimum fps cost so it shouldn't be forcefully turned off.
Will any Regulation file run on version 1.16? I need for the highest performance, what do I need to download and do I need to do something else besides dragging and dropping these files?
Only the 1.16 regulation works for 1.16. Make sure to backup your original regulation. The CSV files are for modding the regulation if you want to change anything.
I couldn't edit your regulation.bin in some param load error. I try make regulation.bin from scratch importing csv files one by one and I compare it to one made by you here. I couldn't get the same result. Only thing I could notice was mine didn't reduce building draw distance (Stormveil castle from First Step grace site). But I edited that with csv, I followed the guide precisely not sure what went wrong.
Then to get my desired results having some level of shadows in game, I used your regulation.bin and turned on ray tracing in game menu which turned on shadows which did tank some major GPU usage but works fine.
Only thing that I'd still like to see removed is the wind and trees shaking. Been a while since I played the game, used to mod it with Yapped, I'll try to do it through Smithbox with the tutorial.
Also a quick tip that helped a lot, got it from Reddit user cadamu69:

This removes the fog and just makes it so much better for our potato pcs. Between this mod, this config and using the remove the erdtree mod, base game runs perfectly for me on a GTX 750 ti, i5 3330 3ghz and 16gb of DDR3 RAM. Haven't reached the DLC yet but I assume it will be alright.

I failed to do it with the Smithbox so far, I haven't touched csv files and such in a while and the knowledge I had evaporated lol. You've got the skills and the fresh knowledge, I believe that you can get it done by taking a look at the linked mod.
