Removes restoration visual effects from potions and spells (Health, Stamina, Mana)

For those who are sick of multicolored shining after taking a potion or using a spell. Removes effects from all (hopefully) restoration potions and spells. Including mana, stamina and health potions.
There are two versions:
V1 - Removes everything
V2 - Removes just waves of magic or whatever they called leaving only a slight shader
Install it with modmanager or drop in the Data folder.
Credits to Atkara and his wonderful No healing animation on restoration potions which is unfortunately doesn't work on Enderal SE. Thanks to his mod I learned what exactly needs to be changed.
