The reason why there are so few pre-war books is not because they were burn't but over time books fall apart . Especially if they are not in closed rooms. In fallout almost every building is somehow damaged or not weatherproof.
Then explain me the abundance of Pre-War Books in NV? surely, the Mojave wasn't hit nearly as hard as DC, due to Mr. House's defenses, but the Mojave is still, well, the Mojave, a desert, which even without any nukes would still deteriorate everything very fast.
it's a bit of a plot hole in NV. if you leave a book out in the weather for 200 years in radiation and dust (fallout) then add all the damned idiotic raiders that don't give a crap. there would be many almost disintegrated books

And so "scorched" and "burned" books are mixed up with intact ones, mostly in the same places. Funny, right?. Let's remember that "Fallout 3" is just an experiment. Same goes for "New Vegas".
The variant book is green rather than blue and has a junk icon. Surprisingly, the junk book has more value to traders, go figure.
The Yearling quest is more about the experience gained from turning them in than the caps acquired.
BTW, I just cleaned out the main room at the Library with v2 (530) activated and I did not find any pre-war books. Is there a specific type of damaged book that is replaced or is it just random?
Yeah, the lack of pre-war books is a balance issue for the quest involving the Arlington Library. The player can gain five-hundred caps per book they turn into the Brotherhood there. By adding two-thousand more you're basically allowing the player to gain a lot more money a lot faster. Up to over a million actually.
I do remember there being a rare variant of book with a different mesh and texture that couldn't be turned in though. Perhaps you replace a lot of those destroyed books and with that particular one and rename it? It has to be in the GECK somewhere.
