I am playing TTW and tried to get this to work. It would load without complaint but nothing seemed to happen as far as bed use. I then discovered LStewieAl’s Tweaks has an option for sleeping in chairs. I have it installed anyway, and now just use it instead to sleep on couches.
It bothers me that there are so many beds you can't use in the game. I mean, it makes sense *when* someone actually owns it but even if that person is gone, the bed is still red. It should at least be to where when someone no longer owns the bed, you now own it. For example, if you do that side quest for Moriarty and end up killing Silver, all of her belongings you belong to you upon death. Wish there was a way to make that happen...well, other than console commands, which is what I normally end up doing if I don't want to do "Power of the Atom" yet. Feels like the game rushes you into doing that quest just to have a bed to sleep in.
Closest place to sleep for free would be the school...and ewww...Who wants to do that? The most decent place close by that you could use for free would be Grayditch probably.
Mother Maya explains that Megaton is quite an exclusive community of under 100 people. That FAR more people would like to be residents of Megaton but are turned away. The common room is for the poorer of those 100 long a part of the community, not for visitors.
Dialogue with NPCs like the Sheriff shows that visitors (including you) are directed to renting rooms at Moriarity's for temporary lodging. Visitors can do business or socialize, but must pay for any overnight visit.
Either that or join the cult of the atom!
Likewise Rivet City is a closed and exclusive community, that far more people would like to stay at but cannot. Temporary rentals in a designated lodge are provided for visitors. Though the markets, saloon and church etc.. are open to all.
Revisiting FO3 after a long-ish hiatus I´m DELIGHTED to find a mod adressing one of the first WTF moments this game gave me when I played it the first time... a common house offering shelter to common people has no bed for the refugee from V101? WTF indeed...

You should go do this too some other beds, Nothing really comes too mind but I'm sure rivet city or something has some beds that should be for "public access"
