Like raedwald said, you have to do it manually. But you can install it "semi-manually", which makes stuff a bit easier:
1. Make a new .zip (e.g. "EnhancedCamera.zip", the file name will be used for your mod in your mod manager, but technically you could name it pig farmer 2015 if you wanted)
2. Make a new folder and call it "data " (Not "pig farmer" in this case)
3. Insert the "FOSE" folder from your download in to your new "Data" folder (Not the game's Data folder)
4. Add the data folder containing the FOSE folder to your .zip
5. Use "Add mod from file" or similar in your preferred mod manager. From there everything should be self-explanatory.

Great mod, but I always crash whenever my character equips a minigun (or similar heavy type weapons) and ragdolls in first person due to an explosion. Is there a setting in the INI where it can automatically exit first person into third person whenever I'm in ragdoll animation?
This mod unfortunately doesn't work anymore. I have no other mods installed other than the anniversary patcher, iron sights mod, and a sprint mod, and I confirmed that those mods weren't the cause of this one not working. Such a shame too, I remember this being a fantastic mod and a must install for this game and new vegas.

i downloaded and installed the mod using the Nexus Mod Manager.
I got the Steam GOTY version and using FOSE.
I start fose_loader.exe and the game crashes when it wants to load the main menu.
Uninstalling this mod, and everything works fine again.
