Well, that's the most annoying thing ever, I had 254 plugins running fine on first install, but MO2 crashed on boot up,
due to another python program running at the same time, (my fault) and I had to reinstall everything from scratch.
Only, after 4 days of trying to reinstall the mods, I just could not work out why mods were conflicting, (red arrows)
On third attempt, (Day 5) of installing 254 mods again into fallout 3, I've finally worked it out,

IT'S BECAUSE I NEEDED TO INSTALL THIS MOD!
(Like I did the first time) :/

Thanks for the bug fix tho'

    Peace

Question: Is it possible to change the number of plugins to a higher one, if so, how to do it?

    *NEVERMIND I FIXED THE ISSUE

I get this notification when using mod organizer 2
I don't know how to fix it

You have one or more script extender plugins which failed to load!
If you want this notification to go away, here are some steps you can take:
    • Look for updates to the mod or the specific plugin included in the mod.
    • Disable the mod containing the plugin.
    • Hide or delete the plugin from the mod.
To refresh the script extender logs, you will need to run the game and/or editor again!
    The failed plugins are:
    • Mod Limit Fix version 2 (mod_limit_fix.dll, FO3ModLimitFix) disabled, fatal error occurred while loading plugin.

if you use the anniversary patcher you do not need this mod, the patcher patches this into the game

I'm having an issue with the plugin. MO2 throws up the following error:

You have one or more script extender plugins which failed to load!

If you want this notification to go away, here are some steps you can take:
    • Look for updates to the mod or the specific plugin included in the mod.
    • Disable the mod containing the plugin.
    • Hide or delete the plugin from the mod.

To refresh the script extender logs, you will need to run the game and/or editor again!

    The failed plugins are:
    • Achievements version 1 (Achievements.dll, Fallout Achievements) reported as incompatible during query.
    • Mod Limit Fix version 2 (mod_limit_fix.dll, FO3 Mod Limit Fix) disabled, fatal error occurred while loading plugin.

If someone fixed this please share.

im not sure how people are running this game with 100+ mods. ive gotten pretty much just the basics and my game still crashes constantly. i just started playing unmodded after doing a clean reinstall (other than the ones to make the game actually run smoothly) and i havent had a crash yet

Back when I was using windows 7 and NMM version 50, I was running to close to the limit (253) all the time.  I didn't have issues until later versions. Now with windows 10, I am limited to the 140 mark and I was so enraged I refused to play FO3 any more. Will this work best w FMM, NMM or Vortex?

This will work regardless of mod manager (unless they don't work with installing FOSE plugins at all for whatever reason). [Of course I recommend MO2]

I loaded the game from the disk, used NMM  and used windows 7. Now with windows 10 I have had loads of problems. I think windows 10 vs windows 7 is the biggest issue.

I have to second Jake's post. MO2 makes life infinitely easier providing granular control over everything. Just under 350 in my load order & things working perfectly fine. Consider the move.

MO2 works with FO3 but it can be a pain if not sometimes impossible to get running. I recommend the GOG version, MO1 and going that way. I have the 254 Mod Limit but I also have a ton of merges too. I also kept it more stable by manually installing large texture packs.

For the benefit of anyone having trouble getting Fallout 3 running on Windows 7 or 10, or just needing a setup/installation guide, here are a bunch of relevant mods/guides here on Nexus.

I haven't used all of these mods/guides myself (some of them) and obviosuly check the dates of release and any subsequent changes/updates, but this should give you some ideas/solutions for typical problems.

      Good luck.

As far as FO3, the most stable version comes from GOG (Good Old Games) website,  They make a lot of internal fixes to make it a lot more stable that the other sites don't.

Im forever faithful to the old fall out games specially Fall Out 3 and New Vegas, how do you play with over 100 mods? easily with the videos on youtube to full proof do clean install to get a fully working bug/crash free experience nearly flawless (i mean its Bethesda enough said) but no more likely risk or common crashing or bugging you'd swear Bethesda actually cared and then you realize no no, thank your modders, thank nexus modders even the legends now long gone. They made the unthinkable and mind boggling hair tearing, headache pounding effort to bring back a truly fan enjoyable lore friendly or not or mix it up game play experience packing in with so many mods you can't count them all it keeps going and going. I can stand behind  i downloaded here over 100 and im working diligently though lazily behind on finishing the fully modded version of my Fall Out 3 disc bought version with over 100 mods at least. If you can put in the time with a decent pc its worth it! Il be show casing my modded version someday soon :) Love all the modders who provided content and epic legend game immersive/improving mods! ps some i downloaded even though gone now are still winners of the greatest created mods of all time here on nexus and i am proud to have their mods to showcase! ps forget playing fall out 3 on new vegas on steam after Bethesda released the update they ruined it for anyone using steam to play fall out 3 the old version. If it ain't broke dont try to fix it after all modders already made the old game version so much better than Bethesda could ever now many are stuck unable to play thanks to this recent update. I'm fortunate to have a disc bought verison off the web, get them while you can to whomever is selling if your still trying  to enjoy classic Fall Out 3 or New vegas. So anyone whos reading and wanting to play Fall Out 3 modded do your online searching prices are still near 17 bucks for pcs or near 25.00 USD

It's because you most likely don't use a mod organiser and mess up your load order. Some mods conflict with others too. It's just a overcomplicated balance but it's doable. Follow a guide from A to Z and you'll know what you're doing correctly and what not.

Huh, I just noticed that MO2 gives me this notification saying that the Script Extender log says the plugin is incompatible.

Checking fose.log I also notice these lines:

    > checking plugin D:\Proxima Centauri\Games\Steam\steamapps\common\Fallout 3 goty\Data\FOSE\Plugins\\mod_limit_fix.dll
plugin D:\Proxima Centauri\Games\Steam\steamapps\common\Fallout 3 goty\Data\FOSE\Plugins\\mod_limit_fix.dll (00000001 Mod Limit Fix 00000002) disabled, fatal error occurred while loading plugin

However, the plugin still seems to be generating mod_limit_fix.log which contains:

    > [2020-04-27 17:04:49] Initializing mod limit fix...

Is this just due to some weird way which FOSE behaves and the plugin actually does load correctly?

EDIT: Happens with the New Vegas version also, guess it *is* just due to the way the Script Extender behaves.

Same here but with vortex, are you saying this error does not mean the plugin is actually disabled?

Are you sing the Anniversary Patcher? If you are it patches in the Mod Limit Fix which makes the separate install redundant and causes the error.

Worked perfectly and no longer get the error. Thank you for the advice! And for those wondering, disabling the Mod Limit Fix got rid of the error for me.
