Fallout 3 received an update on October 13th, ridding the game of its GFWL Dependency. This should mean no mods out there like this are needed anymore! Have fun

Looks like this works for only about 3/5 people. If it doesn't work for you, try these lovely mods:
    https://www.nexusmods.com/fallout3/mods/1086
Fallout 3 Windows 10 Fix at Fallout 3 Nexus - Mods and community (nexusmods.com)
Fallout 3 Windows 7 and 8 Fix at Fallout 3 Nexus - Mods and community (nexusmods.com)

If issues still persist, try following a guide online. Not sure if I can post 3rd party links, so just search "Fallout 3 Ordinal 43 Error" and follow the steps.
And if things still aren't working out, I would suggest reaching out to Bethesda for support/refund (Steam doesn't seem to care about the issues and probably won't give a refund as is). Not much else I can do, sorry :-[

Bethesda only made the patch available for the Steam version I guess. Us physical copy owners still need to install GFWL. Thank you so much for finding the installer. I was afraid of downloading a sketchy version of it anywhere else. I installed it on my new PC in 2023 and am successfully running Fallout 3 with FOSE loader. I still have to go find my save files on my old PC though, apparently save files are stored with GFWL and not the game files themselves. Anyway, this "mod" is definitely still relevant in 2023 and in perpetuity assuming Bethesda never releases a patch which can be downloaded directly to remove GFWL drm.

On Steam the game runs. But it was the Script Extender that wouldn't run. With this, it now does. Thank you very much for sharing after all this time.

Sadly, this did not fix my issue, though I really appreciate the attempt to help the community! I looked through the comments in the following mod:

    https://www.nexusmods.com/fallout3/mods/1086

and for a post by crimsonblade02191973 that I've pasted below. I hope this helps!

Windows 10 no longer supports the G4WL download you can get from Microsoft and using the FOSE doesn't get you around the need for having
the latest version of G4WL installed either. I got past all this by
first copying the Fallout.default ini located in the Fallout 3 game
directory to my Fallout 3 directory in Documents/My Games and renaming
it to Fallout. Then I downloaded this and put in my game directory and
ran it disabling the G4WL and doing nothing else that this program will
    do. Works like a charm.
