killstorm37, this is a Windows XP-only utility. It does not work on Vista and I assume it will not work on Windows 7 either.
Paint.NET will work on all platforms and it supports DDS format natively. That means you can open any DDS file and save it to any of the formats that Paint.NET supports (I typically convert from DDS to PNG and then load it into one of my other image editors such as PaintShopPro or PhotoShop and use their proprietary format to retain changes...then I flatten and export the image into PNG format for Paint.NET to open and convert back to DDS format.
sir, i love all computers, and i dare say most windows products, but vista can give people something of a hard time. its sort of the new windows milenium, but anyway, great tool!
After you have fill in all the info(image file list, input format, output format and output folder) look to the little button that is left of the reset button. It looks like this .\It's a period than a backslash, click it and the convert button will light up.

It won't open or convert any of my fallout 3 dds files. i click them but the will not show up in the "image file list:" they show up as options but DDS converter will not open or convert them. any help?

no mater what size, file, or location. ive tried for 2 weeks now to get it to work.
