This is just a heads up. I don't know if you are new to the Fallout franchise or just don't know it but even before the war Nuka Cola was slightly radioactive. They laced the stuff with radiation as a means of giving it pep, hence the name "Nuka" cola. It was never suppose to be just a Coke clone but something much more. So removing the rads from the beverage is actually lore breaking. Just thought I would remind or update you on the lore of the Fallout universe.
Only Nuka-Cola Quantum is explicitly, canonically radioactive. But it is explicitly, canonically radioactive: "This product is the pinnacle of taste sensation. Seventeen fruit flavors and that signature cola taste blend to form the perfect refreshing soft drink. With its new Strontium additive, its got that unique kick to keep you on your toes."

How about expanding this into a quest mod? Just have a single (or stash) of Rad free Nuka-Cola (make a new item in the creation kit or edit one) then Make a Random Bunker to store it in and you can have a Knights of the Nine (oblivion) style quest where you have to find clues to its location TLR Make it a single item and build a treasurer quest around it.
Just checked In fact, bottled water, and by extension, all bottled drinks, would be perfectly safe to drink after a radiation emergency etc. Simply bombarding a drink with radiation doesn't make it radioactive.
