For others on the next gen update, this work around doesn't seem to fix anything. I even installed alternative engine sounds, but sure enough, only 3rd person perspective makes the propellers and engines audible. Not sure anymore if Bethesda wants you to hear it, I feel like they're trying to emulate the muffling effect you'd get by wearing a headset while aboard, in first person, but it really makes no sense. This was an old gen bug, modded or not modded games, etc. May just have to take the L on the immersiveness.
I don't use any mods that skip the intro quests, yet when in first person in a vertibird, the sound cuts out, or is just a terrible static sound. I've tried each of the fixes listed here, started a clean new game, and redownloaded redistributables.
The new, short fix worked. However it caused my game to silence every ambient sound in the game. The most prominent were the lack of sounds in rain, radiation storms and all of Far Harbor. When I used the counter command (pscs 131b8d) all of those sounds came back, but silencing vertibirds again. I think I'm going to remove my startup mod to prevent any other problems all together.
If you really don't want to miss out on the "alternate start" experience, you could also use my old method (it's listed right under the new one) of fixing the silent vertibirds. It takes longer (~15 minutes) and some fiddling around with the console, but personally I couldn't find any issue with my save file after fixing the bug this way.
What ended up working for me was spawning a Vertibird using the placeatme command, then disabling it like the description says. None of the other console commands seemed to work, so try this one if you're having trouble. Now I fly the unfriendly skies with that sweet, sweet chopper sound.

All sounds work flawlessly when in 3rd person.
Any help would be great.
